PRIMARY FUNCTION/PURPOSE:
The Monitoring and Evaluation Officer will provide technical and operation support to the IFES-Ethiopia field office.
MAJOR DUTIES AND RESPONSIBILITIES:
- Develop M&E data collection tools that are streamlined into program activities;
- Establish data management systems to effectively house and summarize program data;
- Review, refine, and manage program monitoring and evaluation systems;
- Regularly spot check and clean program data in compliance with USAID standards for data quality;
- Collate and analyze of project performance data;
- Coordinate and provide M&E technical assistance and feedback to project partners, as required;
- Compile and review partner data for donor reporting;
- Assist in the production of monitoring reports, based on project data;
- Assist in the reporting of M&E data into donor specific systems;
- Coordinate and collaborate with HQ M&E staff in the preparation and delivery of data-based reflection and decision-making sessions;
- Train and provide feedback to program staff on the implementation of M&E tools and systems;
- Assist in managing and implementing program evaluations, as necessary;
- Other relevant duties, as assigned by the Country Director.

- Excellent reporting and document handling skills;
- Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues.

Job Requirements
EDUCATION and QUALIFICATIONS
- Bachelor’s Degree in social science or related required.
- 4 years of experience working with international NGOs on implementation of international technical assistance programs;
- Experience working on USAID-funded programs;
- Demonstrated professional experience and knowledge in program monitoring and evaluation;
- Training/facilitation skill/qualification is an advantage;
- Proficiency in Word, Power point, Outlook and Excel.
LANGUAGE SKILLS:
- Fluency in English and Amharic required.
TRAVEL:
- Travel may be required.
