Background

The Democratic Republic of Congo confirmed its tenth outbreak of Ebola Virus Disease (EVD) on August 1, 2018 just days after the Equateur Province EVD outbreak ended. The National Institute of Biomedical Research (INRB) completed the sequencing of the new virus’s genome and has determined that the new outbreak, in North Kivu and Ituri, is not linked to the Equateur Province outbreak. The Ministry of Health (MoH), as of September 5^th, 2019, has reported over 3000 cases of hemorrhagic fever.

Job Purpose

Supervision and follow up on WASH IPC activities in the Screening at Referrals Units (SRUs) a Goma, Karisimbi, Kirosthe, Birambizo, Masisi.

Main Responsibilities

• Supervision and follow up on WASH IPC activities in the Screening and Referrals Units (SRUs) in Goma, Karisimbi, Kirosthe, Birambizo and Masisi.
• Provide WASH technical support to rapid needs assessments and site selections, as well as the linkage of assessments to activity plans, and the translation into proposals and budgets.
• Implement WASH activities from an array of appropriate technologies for water systems, sanitation facilities, waste and IPC for health care, especially for EVD care facilities.
• Implement the appropriate supervisory, monitoring and evaluation system for WASH/IPC interventions at the assigned health facility.
• Manage the WASH program in a phased and prioritized manner with full consultations and coordination with International Medical Corps’ staff and other stakeholders (both governmental and non-governmental).
• Work closely with the Human Resources team for hiring and building the capacity of the national WASH team.
• Ensure gender and protection is considered throughout the project cycle with girls and women being enabled to influence decision-making around WASH challenges. In addition, ensure that the WASH program implementation is linked to health, gender, child protection and nutrition sectors.
• Work closely with program support functions (logistical and financial departments) for WASH program supplies and activities planning for smooth delivery of project interventions.
• Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing.
• Represent International Medical Corps in governmental and non-governmental groups as needed an agreed with the supervisor.

Qualification

• Certification in environmental health, water hygiene and sanitation, civil engineering or strong experience with INGOs.

Experience

• Previous working experience of two years as a WASH Manager with INGOs, preferably covering the issue of Ebola.
• Any additional certification in healthcare administration will be considered an advantage.
• In-depth knowledge of IPC procedures.
• Outstanding patient management skills.
• Excellent communication and leadership skills.
• Great organizational and time management skills.
• Problem-solving skills with a positive attitude.
