PSI is now looking for qualified, results-oriented candidates for the post of Senior Laboratory and Quality Improvement (QI) Manager for an anticipated five-year project funded by USAID in HIV/AIDS prevention and treatment in Burundi “Reaching an AIDS-Free Generation in Burundi (RAFG) Activity”. The project will be implemented in the provinces covered by the President’s Emergency Plan for AIDS Relief (PEPFAR) to support epidemic control, increased access to antiretroviral therapy and awareness of key populations. The successful candidate will work under the direct supervision of the Chief of Party.
RESPONSIBILITES:
- The role of the Senior Laboratory and QI Manager requires 75% level of effort (LOE) on laboratory functions and 25% LOE on QI functions.
- The incumbent provides technical assistance to working groups, implementing partners, and counterparts to ensure that the portfolio of laboratory-related activities contributes to Activity objectives.
- The Senior Laboratory and QI Manager serves as the technical expert in laboratory services to establish priorities, policies and targeted strategic plans, coordinate and collaborate with government and public health officials, oversee the quality and implementation of testing procedures and systems, laboratory management administrative issues, and training.
- The Senior Laboratory and QI Manager ensures overall Activity quality and continuous quality improvement (CQI) through trainings, support supervision and technical assistance for health care providers, including health care providers at government, civil society organization (CSOs) and faith-based facilities.
QUALIFICATIONS:
- A Master’s degree in laboratory science, health management or relevant field with a minimum of 10 years of implementing partner or donor experience. USAID will also consider a Bachelor’s degree in laboratory science, health management or relevant field with a minimum of 15 years of health project management experience.
- At least 3 years’ prior experience in developing and implementing laboratory program initiatives, laboratory strategic planning, laboratory accreditation programs, quality management systems, referral systems, supply chain management systems, and use of electronic laboratory information systems.
- Previous experience in laboratory logistics and supply chain management.
- Past exposure and experience in implementing laboratory information systems.
- Demonstrated ability to effectively train and build capacity of local partners, district staff and laboratory staff.
- At least 2 years of supervisory experience.
- Training and experience in Quality Management/Quality Improvement and the development of QI tools; preferably related to HIV/AIDS and TB interventions, or otherwise the capacity and motivation to acquire an in-depth knowledge of this field in a short time.
- Experience in data management, QI tool development and development and facilitation of training.
- Proven proficiency with QI tool development and use at field and reporting levels using data management programs.
- Experience in analysis and use of data for decision-making.
- Demonstrated ability to work with stakeholders including ministries of health, local health staff, and local officials to implement improvements in health care.
- Possesses excellent communication in English as well as French and coordination skills.
The successful candidate will have excellent writing, analytical, interpersonal, organizational, and cross-cultural skills; demonstrated ability to perform and prioritize a variety of tasks on short notice within designated deadlines; and an interest in future overseas posting with PSI.
The candidate must have a work permit for Burundi.
