Tetra Tech International Development Services (http://www.tetratech.com/intdev) , headquartered in Arlington, VA, is currently accepting expressions of interest from qualified Director for Cross Cutting Services (DCCS) candidates for the USAID/Malawi and UKAid-funded Modern Cooking for Healthy Forests (MCHF) Project. The goal of this project is to have a sustainably maintained forest cover and reduced land-based emission in Malawi.
Position Summary:
Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the Director for Cross Cutting Services (DCCS) will supervise administration, finance and contracts/grant personnel to ensure the timely provision and delivery of all required project financial, administrative, compliance and grants, procurement and subcontracts to successfully implement the project on time, scope and budget. Desired start in early 2020.
Administration
Oversee the administration staff to achieve the following:
* Assist the COP in the general management of the project office and sub-office.
* Prepare Personnel Policies and Procedures handbook and administer and manage personnel relevant to its provisions;
* Assist the COP in local staff and consultant recruitment, hiring, and contracting;
* Coordinate logistical support for conferences, meetings and training workshops;
Maintain filing system for general correspondence, information and program files;
Maintain and forward to Tetra Tech Home Office updated listing of in-country staff and key contacts list;
* Manage project property in compliance with USAID and UKAid and Tetra Tech Home Office guidelines and regulations, including submission of monthly and other periodic reports;
* Maintain Tetra Tech inventory control system and carry out annual property physical inventory verification on the contract anniversary date;
* Maintain regular contact with Tetra Tech Home Office support staff including Project Manager, Purchasing Coordinator, Project Accountant, and other assigned staff;
* Respond to pertinent information requests from project partners and other relevant organizations/institutions;
* Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project;
* Advise the COP on all policy matters concerning project administration and financial management.
Finance
Oversee the finance team to achieve the following:
* Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports;
* Assist the COP in preparing local budget projections, using the operational budget;
* Reconcile bank records and prepare monthly bank accounts reports;
* Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested;
* Project, monitor and assure replenishment of cash in bank accounts;
* Monitor project financial situation and report regularly to the DCOP Technical and COP on financial status;
* Oversee and reconcile all financial reporting to ensure compliance with Tetra Tech and USAID & UKAid formats, requirements, and scheduling;
* Supervise the management of local and foreign currency accounts;
* Ensure that monthly financial statements and management information are prepared and submitted on time;
* Ensure compliance with USAID and UKAid and Tetra Tech procurement regulations and processes, consulting with the home office to maintain compliance with Tetra Tech’s Procurement Handbook procedures;
* Approve financial requests and/or sign liquidations in the absence of and when authorized by the COP;
* Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures; and
Contracts/Grants/Procurement (CGP)
Oversee the CGP staff to achieve the following:
* Prepare procedures for procuring goods and services, including issuing sub-contracts and awarding grants consistent with all relevant USG and Tetra Tech policies and procedures
* Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services;
* Draft request for proposal (RFP) or request for quotation (RFQ) documents;
Publish RFPs and RFQs;
* Correspond and document discussions with vendors during bid phase ensuring transparency;
* Coordinate with technical team in drafting responses to bidder questions;
Conduct preliminary evaluation of proposals to ensure compliance with RFP/RFQ terms and conditions;
* Participate on all technical and financial evaluation committees;
* Prepare technical and financial evaluation reports with input from technical staff;
* Draft subcontract or purchase order and coordinate approvals with Tetra Tech home office;
* Finalize negotiations with vendors for cost and contract terms;
* Coordinate with USAID, UKAid, and the Government of Malawi regarding tax exemption and duty free status for procured goods and services;
* Coordinate with technical team on the acceptance of deliverables;
* Oversee vendor and contractor payments.
Other
* Assist in the preparation of work plans, project reporting, budgets, and procurement plans;
* Manage project information and communication technology to ensure information is broadly available and shared within the project, partners, collaborators, USAID, UKAid and Tetra Tech Home Office; and
* Develop and supervise Monitoring & Evaluation (M&E) information tracking system to ensure timely and accurate reporting of all outputs and deliverables consistent with annual work plans; monitoring evaluation and learning plans; and periodic performance reports.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
* A Bachelor’s degree in an appropriate discipline such as business administration or international development. A Master’s degree is desirable.
* A minimum of 8 years of experience with USAID project management (home office or in the field) including progressively greater responsibility managing/supporting budgeting, finance and accounting; procurement and grants management; human resources; compliance, and work planning and reporting
* Strong report writing skills demonstrated through high quality contributions to work plans and progress reports
* Successful track record in a supervisory role and in providing feedback and guidance to technical and administration personnel
* Demonstrated capacity to work in a fast-paced context and across cultures
* Experience in Eastern/Southern Africa region preferred
