The NGO Inter Aide is launching a call for tenders to carry out an external evaluation of its health programs financed by the “Agence Française de Développement : “Sustainable reduction of infant and child mortality in isolated rural areas in Madagascar and Malawi”.
This is an end-of-cycle evaluation (2017-2020), which AFD has requested to be carried out. This cycle is the third and last financing of this type (multi-country project) to be supported by AFD. The projects deployed in Malawi and Madagascar will continue their development, supported by other financial mechanisms. It is therefore considered to be a final evaluation with regard to the cycle that is coming to an end, but also an interim evaluation that can shed light on the continuation of the projects. This evaluation will be based on two other similar exercises carried out in 2014 and 2017, using similar lines of evaluation: validation of the results obtained and the measurement instruments used on the one hand, and the definition of future strategic orientations with a view to the sustainability of these results on the other.
The latter notion has been included in the logical framework as a fully-fledged objective in this project cycle. We are well into the final assessment of an intervention that is part of a forward-looking vision.
One of the difficulties of this evaluation will be to attempt to evaluate actions that share the same objectives but which take place in different countries where the health and institutional context does not present the same characteristics and where the age of the projects is also composite. The same applies within each country: the 3 districts concerned in Madagascar and Malawi represent 2 distinct and successive generations of projects. It is therefore understandable that this evaluation cannot be exhaustive insofar as the volume of activities to be evaluated, the diversity of situations encountered and the many methodological inflections that have been made in the course of the project make any comprehensive and totalizing approach very difficult.
There will of course be a dimension of validation of the results obtained over the last 3 years, but also an axis of analysis of the existing strategies aiming, on the one hand, to define an operational model capable of reducing infant mortality in the various targeted contexts and, on the other hand, to to ensure sustainable access to community-based care for the target populations.
