DESCRIPTION
This Planning, Monitoring and Evaluation Role is an 18-months deployment opportunity in Uganda. The volunteer will be deployed by ICCO to its regional office in Kampala, Uganda for a duration of 6 months at ICCO premises. Subsequently, after the 6-months the volunteer will support the Church of Sweden (COS) for a period of 12-months.
The Senior EU Aid Volunteer – Monitoring and Evaluation Expert will support Planning, Monitoring, Evaluation, Accountability, Reporting/Communication, and Learning on behalf of ICCO and CoS.

KEY DUTIES & RESPONSIBILITIES
Support Planning, Monitoring, Evaluation, Reporting and Learning (PMER/L)
- Support the coordinator and MEL staff with Monitoring, Evaluation, Reporting and Learning of the programme.
- Develop Monitoring, Evaluation and Learning (MEL) materials in close cooperation with ICCO’S MEL staff.
- Conduct surveys, questionnaires and interviews with beneficiaries to improve programme learning.
- Process and Analyse collected data and include results in (narrative) reports and logical framework.
Provide general management assistance to the programme coordinator
- Provide (administrative) assistance to the management of the High Flyersprogramme (e.g. networking, finance, etc.)
Support Monitoring, Evaluation, Accountability and Learning (Church of Sweden)
The volunteer will assist CoS MEAL Coordinator in developing, implementing, and maintaining effective and appropriate Monitoring and Evaluation systems for the consortium various sectors. The MEAL Volunteer will take part in the work to develop, implement, and maintain effective and appropriate Monitoring and Evaluation systems for the consortium various sectors.
- Generating draft quarterly project reports.
- Ensure roll-out of M&E plan and reporting systems to all consortium implementing partners through training, site visits, manuals, and other technical support as needed.
- Ensure data capture and reporting systems are well understood and properly implemented by staff and partners.
- Contribute in developing project proposals targets, ToC and Logical Frameworks, development of programme strategies, implementation of project activities, and any other required inputs.
Communication and Reporting
- Provide correspondence communication support (electronic and hard copy correspondence to stakeholders, donors and project staff),
- Prepare weekly and monthly summaries on achievements and progress in implementation of MIRP.
NOTE: An Apprenticeship is not part of this agreement.
REQUIREMENTS
- Bachelor’s degree in Social Sciences field and a post-graduate qualification in Monitoring and Evaluation;
- Advanced training in M&E and quantitative methodologies, including database management will be strong added advantage;
- At least 3 years of experience in M&E work;
- Strong analytical skills, and an understanding of a range of methods for monitoring, evaluation and assessment; Demonstrated ability to design, commission, and manage assessment methodologies and evaluation;
- Computer proficiency in word processing, PowerPoint, database, spreadsheet, Excel and graphics presentations, including one or more of the following programs: MS Access, Epi Info, SPSS, R, Kobo Collect, Magpi, Statistical Programming skills and other internet applications;
- Ability to apply social monitoring methodologies such as PRA; Understands and adheres to international standards in humanitarian protection and accountability (e.g. CHS, SPHERE, Red Cross/Crescent Code of Conduct, among others);
- Excellent strategic planning skills as well as analytical and organizational skills. Ability to think critically and creatively; and to set priorities, manageable work plans and evaluate progress;
- Demonstrated ability to manage multiple priorities, deadlines and tasks efficiently. Must be flexible and willing to perform other duties and work irregular hours;
- Excellent interpersonal skills, including patience, willingness to listen and respect for colleagues.
- Must be capable of working both individually and as part of a team; Experience of working in both Humanitarian and long-term development sectors will be an added value; Good command of English.
- Exemplary communication and report writing skills; Ability and willingness to reside and work regularly in rural settings;
- Affinity with the protestant character of ICCO and ICCO’s values and operating principles

Eligibility and exception criteria:
The candidate for EU Aid Volunteers must be a citizen of the EU or a third-country national who is a long-term resident in an EU Member State and must have a minimum age of 18 years.
Availability for the following activities:
- Training end of April 2020;
- Pre-deployment induction in ICCO Cooperation HQ, in Utrecht, The Netherlands in May 2020;
- Deployment starting from the date specified in the vacancy.
CONDITIONS OF SERVICE
Learning Opportunities:
- Security training/ pre-deployment training of ICCO in The Netherlands -Participation in staff meetings and close cooperation with project staff will result in knowledge sharing and learning.
- Opportunity to acquire experience of working at an international NGO in a developing country.
Working conditions:
- Regular working hours shall not exceed 40 hours per week on average, calculated over a four-month period.
- The volunteer shall have access to a dedicated working space in accordance with their task assignment and with agreed-upon safe, secure and healthy working conditions.
- All costs will be covered for the volunteer during deployment, and this includes accommodation in-country for the entire period of deployment, travel, and monthly subsistence payments of 317,93EURO.
Travel:
- A roundtrip flight from/to the home country will be provided
- The cost of pre-departure preparations, including medical checks, vaccinations, visas, etc., will be provided.
- The volunteer will be covered by a travel insurance plan provided by the sending organisation.
Post-deployment:
- A resettlement package and debriefing at ICCO GO in The Netherlands
Living Conditions:
- All costs associated with the apprenticeship and subsequent Ugandan deployment are fully covered providing a subsistence allowance, medical, travel and accommodation as well as insurance coverage. The volunteer will be based at ICCO and Church of Sweden office in Uganda, in a safe area in Kampala. The volunteer will work from there and travel approx. once per two months to the project areas. In the project areas (Nebbi district and Lango sub-region and Kyangwali refugees camp) the volunteer will use a well-known hotel for accommodation.
- Accomodation in the cities where deployed will be provided.
- The EU Volunteer shall have a clean lockable room with access to clean water and sanitation facilities. The room shall be located at a reasonable distance from the EU Aid Volunteers’ main working location.
- To the extent possible, the communication shall facilitate the integration of the EUAid Volunteer into the community and it will enable the volunteer to interact with the expatriate community.
- The EU Aid Volunteers shall have access to means of communication enabling contact to the hosting and sending organisations as well as the volunteer’s relatives.
- When travelling in-country in other (rural) areas for work, accommodation in local hotels or guesthouses will be provided for.
