Position context and key challenges
Our team in Tunisia manages our operations based in Libya.
ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, and building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing of support to the nascent Libyan civil society. In January ACTED began a two-year programme, funded by the European Union, focusing on support to civil society organisations in Libya.

JOB PURPOSE
The Country Appraisal, Monitoring and Evaluation Manager is responsible for designing and developing appropriate and viable appraisal, monitoring and evaluation systems that are in line with the ACTED’s global AME procedures and ensure that ACTED’s projects and programs perform as planned.
OBJECTIVES
- Implement robust AME systems: Develop and implement solid AME systems and mechanisms that are in line with global AME procedures and deliver effective research/outputs in a way to inform timely decision making and the adoption of sound corrective measures.
- Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations (GIS) and performance are effectively collected, entered, cleaned and validated, stored, transformed and presented in an efficient and effective manner in order to support timely decision making.
- Learning: Ensure lessons learnt and best practices are discoursed and documented and influence the strategic development of future projects and activities.
- Implement Beneficiary Complaints and Response Mechanism: Establish and ensure effective functioning of CRM, enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process.
- Manage AME, DB and GIS teams: Ensure operations of the AMEU are run in an effective and cost-efficient manner and manage and coordinate between AME, DB and GIS teams.

Qualifications
Master’s degree;
Excellent analytical skills;
4 years of experience in AME, preferably in international humanitarian context
Excellent communication and drafting skills for effective reporting on programme financial performance;
Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;
Ability to operate in a cross-cultural environment requiring flexibility;
Familiarity with the aid system, and understanding of donor and governmental requirements;
Prior knowledge of the region an asset;
Fluency in English required
Arabic strongly preferred
Ability to operate Microsoft Word, Excel and Project Management software
Statistical analysis programs preferred
Conditions
Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
