Background:
The Carter Center (TCC) assists the Ethiopian Ministry of Health – Ethiopian Dracunculiasis Eradication Program (EDEP) by providing technical, logistical, financial, and administrative support to the Guinea worm eradication program. A major component of the Guinea worm eradication effort is behavior change communication and the cash reward for reporting Guinea worm disease (GWD).
Scope of Work:
The Carter Center is seeking a short-term independent consultant to conduct a formal assessment of the TCC-EDEP Behavior Change Communication (BCC) strategy and provide recommendations for consideration by the EDEP. This assessment would evaluate the appropriateness and effectiveness of the BCC messaging, materials, and dissemination strategy by assessing awareness of the cash reward for reporting Guinea worm disease and the adoption of primary behavior change objectives established by the country office. This consultancy is expected to last approximately 1-2 months and be based in the Gambella region (Gog and Abobo), with possible travel to Addis-Ababa.
Specific Deliverables:
- Create and conduct a formal and independent assessment of the levels of cash reward awareness in Abobo and Gog.
a. If time permits extension of this assessment into Level II areas in Gambella region will be considered.
- Create and conduct formal assessment of the existing BCC materials and existing communication channels using audience feedback, focus group discussion, and key informant interviews, and other methods to measure appropriateness and effectiveness of each of the BCC materials: flipcharts, IDs, Posters, Songs etc.
a. Report findings, including recommendations.
- Review and assess the existing BCC guidelines and training manuals in line with findings from deliverables 1 and 2.
- Assess the existing dissemination strategy and BCC-specific staffing structure for effectiveness and appropriateness.
This consultancy will report directly to The Carter Center Ethiopia Country Representative.
