Amref Health Africa in South Sudan is seeking to hire qualified South Sudanese Nationals to fill the following Contingent position for the USAID- Advancing HIV & AIDS Epidemic Control (AHEC) Project in South Sudan.
Project Overview: USAID- Advancing HIV & AIDS Epidemic Control (AHEC):
The purpose of the AHEC activity is to decrease morbidity and mortality among South Sudanese by increasing prevention, care, treatment, and retention services for at-risk men, women, children, and key populations; and to improve South Sudan’s journey to self-reliance by improving strengthening the capacity of local partners to prepare them for the receipt of future prime funding.
Job Summary: The Key Populations Advisor serves as a technical expert, providing leadership and guidance in the design, implementation and evaluation of technically sound, cost-effective and practical approaches to the implementation of HIV/AIDS prevention programs, particularly those involving populations engaging in very high-risk behavior. These key populations include sex workers, as well as other vulnerable populations such as transport workers, uniformed services personnel, and other individuals in mobile and other occupations that increase vulnerability to HIV infection.
Key Duties and Responsibilities:
The Key Populations Advisor provides expert technical advice to USAID, the USG PEPFAR team, and implementing partners on the application of differentiated models of care and clinical service models to reach KPs including routine medical check-ups (for HTC, STI, OI, FP, etc.), differentiated models of care including one stop shops, PrEP, self-testing and index testing, VL testing, treatment and care, tracking referrals and addressing issues related to loss to follow-up.
Ensure KP programming is of the highest quality and supporting the latest scientific and programmatic innovation and evidence-based global best practices.
· Promote synergy and complementarity within the USG PEPFAR program and across USG implementing partners, related to KP activities and provides key technical guidance to USG and local technical working groups and committees working on cross-cutting issues related to KPs, including gender, stigma and discrimination.
· Actively participates in meetings to develop coordinate policies, strategies and guidelines for KPs.
· Offer mentorship and technical support to the key population health service providers for effective service delivery
· Ensure an effective referral and linkage system of KPs for various services.
Guide the KP health service providers on compiling monthly data and appropriate reports
Ensure confidentiality is maintained at all levels
Document lessons learnt and challenges to inform program decisions.
Qualifications, Skills and Experience:
· A Bachelor’s Degree public health or any in a health-related course
· Master in public health or other related fields
· A minimum of five years of progressively experience in public health and HIV/AIDS.
Knowledge of the South Sudan government’s national health and HIV/AIDS-related policies, the South Sudan health care system, and the health-related programs of other donors.
Experience working with KPs is desired
A good working knowledge of the most up to date guidelines for HIV Prevention and Treatment services.
Experience of working with diverse groups of stakeholders such as government, NGOs, and private-sector partners. Ability to organize, analyze, interpret and program performance data.
Fluency in English language. Knowledge of Arabic is an added advantage.
Experience of working with USAID funded projects is an advantage.
Experience in resource challenged environments.
