Context:
International Organization for Migration (IOM) works in close partnership with various governments to enhance the capacity of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows while effectively maximizing their positive impact and minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need.
Libya has traditionally been a transit and destination country for migrants seeking better economic opportunities, escaping violence in their home countries, or hoping to use the territory as a launch pad to Europe. Yet, the protracted conflict in the country, which has worsened since 2014, did not reduce the flow of migrants into the country. It has in fact, made the transit and the permanence even more difficult and dangerous. In Libya, there are currently approximately 650,000 migrants, the majority coming from Libya’s neighbouring countries Niger, Chad, Sudan and Egypt. In front of this situation, the comprehensive and systematic collection, exchange and analysis of data on migration in Libya remains a major challenge for national authorities.
According to European arrival data, 116,426 migrants have crossed the Mediterranean Sea in 2018, while in 2019 the number reached 103,901 arrivals. During 2019, 9225 migrants were returned to Libyan coast by Libyan Coast Guard (LCG) and the majority of them ended up in detention centers administered by the Directorate for Combatting Illegal Migration (DCIM) of Libyan MoI.
Libyan authorities are not systematically registering migrants and refugees held in detention centres under DCIM control, making it therefore difficult to keep track of all migrants that are transferred from disembarkation points, and nearly impossible to discern how long they have been detained and when they have been transferred to another centre or have been released. While recognizing the State of Libya’s prerogative in ensuring appropriate identity management for persons residing on its territory, IOM also acknowledges the challenges faced by the State of Libya and the need to prioritize protection, identification of specific vulnerabilities and access to services as key drivers for registering irregular migrants in Libya.
One of the key activities is to enhance national capacity to implement a protection-sensitive and secured migration management database for identifying and registering migrants at both disembarkation points and detention centres, while better collecting, protecting and sharing data of migrants. IOM is supporting Libyan authorities to introduce a registration process at disembarkation points and in detention centers, which includes development of required systems and procedures and delivery of necessary training to national counterparts.
Core Functions / Responsibilities:
The objective of the consultancy is to ensure specialised support for the planning, preparation and delivery of training sessions related to provision of assistance to national authorities on registration of migrants in detention centers and at disembarkation points.
The main objective of the trainings is to strengthen the participants’ understanding of registration practices and procedures, vulnerabilities and protection concerns/risks, available services and referrals, data management and data protection concepts, within the framework of existing international standards. The incumbent is expected to make use of best practices in training planning, preparation and delivery, coordinate with relevant counterparts and build synergies while identifying modalities for qualitative delivery of results. The incumbent is also expected to draw upon previous stakeholder analyses, risk assessments, training needs assessments, as well as related procedures and practices developed by the UNCT Libya.
Under the overall guidance of the Chief of Mission and the direct supervision of the Programme Manager for IBM/SAR/TC, the incumbent is expected to:
· Develop training plans, agendas and schedules related to trainings on registration of migrants in DCs and at DP, according to project objectives and implementation plans;
· Develop training concepts, proposals and supporting documentation according to project objectives;
· Develop training content, presentations, exercises, handouts and materials necessary for training delivery according to project objectives;
· Deliver training sessions on registration procedures and practices within training programmes organised by IOM for relevant Libyan officials nominated by LCG and DCIM.
· Prepare and submit post-training delivery reports following completion of each training;
· Evaluate individually the participants in the training and make suggestions of individuals who could be included in Training of Trainer programmes;
· Suggest improvements to applicable registration procedures and practices based on feedback received during training sessions.
Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:
· Detailed training plans and agendas in both English and Arabic for a duration of minimum 3 days of training /session – to be finalised minimum 21 days before the starting date;
· Training content, materials, presentations, exercises and handouts in Arabic language – to be finalized 5 days before the starting date;
· Pre-training and post training questionnaires in Arabic language and analysis of the results in English language, evaluating the knowledge gained during the training;
· Delivery/facilitation of minimum 3 training sessions in Arabic language as per the agreed agenda;
· Post-training reports, including recommendations of participants who could be included in training of trainer programmes, in English language.
Deliverables are expected to be submitted in both English and Arabic language.
Trainings will be organised in Tunisia/Libya, depending on security developments.
Required Qualifications and Experience
- Master’s degree in a field of study related to Humanitarian Law, International Law, Human Rights or a related field from an accredited academic institution with relevant professional experience.
- Minimum 10 (ten) years of relevant work experience;
- Prior work experience with an international organization and/or providing training to national authorities.
- Strong understanding of the Libyan context and mixed migration flows along Central Migration Route;
- Excellent writing, communication, negotiation and analytical skills;
- Ability to prepare clear and concise reports;
- Previous training delivery experience in the area of rule of law, correction, immigration detention is a key asset.
Languages
Fluency in English and Arabic is required (oral and written).
