Context and Scope:

Objectives:

The Consultant’s primary responsibility is to contribute Regional Office in Cairo efforts to assess the impact of disruption of the ongoing COVID- 19 crisis in the Middle East and North Africa Region on migrant, displaced populations and host communities in terms of their financial and socio-economic well-being and development by conducting research and providing technical support on Cash Based Interventions (CBI) in early recovery and post crisis contexts in the region.

The Consultant will work under the overall guidance of the Regional Director for the MENA Region and the direct oversight of the Regional Emergency and Post Crisis Specialist and coordinate with the Regional Thematic Specialist on Labor Mobility and Human Development, IOM Transition and Recovery Division and Cash Based Support Unit in Geneva for the assistance required to attain the deliverables in a timely manner.

The consultant will support Regional Office efforts to assess the impact of disruption of the ongoing COVID-19 crisis on migrant, displaced populations and host communities in terms of their financial and socioeconomic well-being and development through increased support on CBI in the Region. It is envisaged that the consultancy will make contributions towards improved relevance and effectiveness of cash-based response among IOMs programming in the region to further support the Humanitarian Development and Peace Nexus, while taking into considerations the COVID-19 restriction in these settings.

Scope of the Services:

The consultancy and assessment should include (i) review and mapping of existing IOM cash-based interventions in the region including good practices from other agencies (ii) conduct research on the following key subjects such as how to empower market based interventions, linkages between CBI and Social Protection, linkages between Cash for Work and employment and labour programs in early recovery and transition programming (iii) contribute to at least two policy papers, including on the link between CBI and Social Protection (iv) organize at least 2 standard webinars (based on existing materials and tools) and develop and facilitate 3 webinars per agreed research topic in close coordination with HQ and RO, and (v) develop for at least 1 Country Offices recommended model of how to set-up CBI.

Core Functions / Responsibilities:

1. Preparation and submission of work/research plan

Based on the details as outlined in this TOR, the consultant will provide a detailed outline and work/research plan that will be discussed and finalized with Regional Emergency and Post Crisis Specialist and coordinate with the Regional Thematic Specialist on Labor Mobility and Human Development, IOM Transition and Recovery Division and Cash Based Support Unit in Geneva

2. Conduct literature and desk review

The consultant will collect and carry out well-structured review of the existing documents done by IOM and other agencies implementing CBI in early recovery and transition contexts, literature on market assessments and lessons learned and other related documents in early recovery and transition contexts.

3. Collect and analyse existing data sets from different sources

The consultant can utilize existing data sets from e.g. IOM market assessment and other information from the diverse Cash Working Group at national and regional level, relevant clusters, technical working groups and other partners, as well as Issue Based Coalitions.

4. Preparation, presentation and submission of the outcome report

Based on the desk review, the consultant will draft the outcome report, share and conduct presentation of the initial draft for comments and validation and submit the 3 final reports on CBI in early recovery and transition contexts to IOM according to the work/research plan and the set delivery date.

5. Development and facilitation of CBI Webinars

Based on the research conducted, the consultant will develop and facilitate 2 basic CBI webinar for the region (based on existing CBI materials and tools) and 3 CBI webinars based on research conducted.

6. Contribute to regional and global policy papers

Based on the research conducted, the consultant will work closely with relevant colleagues at Regional and headquarters to provide inputs to policy papers linked at CBI and transition to social protection schemes, COVID-19 and early recovery and transition contexts.

7. Providing technical support to Country Offices

In coordination with the Regional Office, ongoing technical support will be provided to the different country offices, while for one to be agreed upon Country Office a recommended model for CBI will be designed taking into considerations the COVID-19 imposed challenges.

Tangible and Measurable Outputs of the Work Assignment

The assessment requires desk review of relevant documents and the assessment will require research on CBI good practices in remote management and similar contexts and research into market based interventions, linkages between CBI and Social Protection, and the correlation between Cash for Work and employment and labour programs in early recovery and transition programming. This assessment will cover several country offices in the region, where IOM supports conflict-affected communities and internally displaced households. Based on this research the consultant will provide technical support to the different IOM Country Offices through facilitating at least 5 webinars and provide dedicated support to one Country Office through a recommended model for CBI in early recovery and post conflict context, aligned to the COVID-19 restrictions in these settings.

Realistic Delivery Dates and Details as to how the work must be delivered
a) The detailed research/workplan shall be done upon start of the contract
b) The expected date of draft report delivery is two months after start of contract
c) The expected date of FINAL report delivery four months after start of contract
d) The expected date of FINAL webinar is two weeks before end of contract
e) The expected date of FINAL recommended skeleton is two weeks before end of contract

Required Qualifications and Experience

Education

· Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with five years of relevant professional experience; or

· University degree in the above fields with seven years of relevant professional experience.

Experience

· Proven working experience in the field with an international experience in programming and conducting research on CBI;

· Excellent knowledge of CBIs in early recovery and transition contexts, throughout the project cycle;

· Experience with sectoral CBIs (shelter, health, nutrition, food security, WASH, livelihoods,

education, etc.);

· Knowledge and understanding of key developments and actors within the early recovery and transition area, including on Social Protection and employment and labour programs in early recovery and transition programming;

· Proven ability to supervise, train and direct staff and operations in transitional contexts and remote management;

· Work experience in the region is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.
