Background
Namibia developed and launched its second Tuberculosis Infection Control (TBIC) guidelines in 2014. The country has since made progress in the implementation of TBIC measures in public health facilities. Progress made includes training of health care workers on TBIC, assessment of major public health facilities including drug-resistant TB treatment sites, development of health facility TBIC plans, engineering modification at TB treatment facilities and incorporation of TBIC in the general Infection Prevention and Control guidelines.
TBIC is a rapidly evolving field especially with the emergence of more air borne diseases such COVID-19. Moreover, WHO has revised the guidelines for Infection Prevention and Control in 2019 enabling the Ministry of Health and Social Services to revise its guidelines to align it with international standards.
The Ministry of Health and Social Services, under the Directorate of Special Programmes, TB and Leprosy Control is requesting WHO’s assistance to review the second guidelines for TB Infection Control of Namibia. A consultant is therefore being recruited to support this process.
Scope of work
The scope of work for the consultancy is as follows:
- Facilitate a desk review of existing literature, documentations and reports 17 – 21/08/2020.
- During the week of 24 – 28 August 2020 conduct familiarization visit to certain facilities prior to stakeholders’ workshop.
- During the week 31/08 – 04/09/2020 facilitate a consultation meeting with stakeholders and present recommendations for inclusion.
- Based on the inputs from stakeholders, facilitate a pre-final draft version 09 – 11/09/2020.
- To present a pre-final version of the guidelines to the Ministry of Health and Social Services by 18/09/2020.
- Revise the pre-final version based on inputs from the MoHSS and submit by 25 September 2020.
Deliverables
- Completed desk review of existing literature, documentations and reports by 21/08/2020.
- Report of familiarization visit to certain facilities prior to stakeholders’ workshop.
- Report of consultation meeting with stakeholders and present recommendations for inclusion.
- Final draft version of the TBIPC guidelines by 25 September 2020.
Profile of Candidate:
- A minimum of a Master’s degree in public health or related health programme, with a higher qualification being an added advantage.
- At least ten years’ experience.
- Experience in tuberculosis, working at the health facility services, community programme management or training.
- Knowledge and experience in the Namibia Health System
- Very good command of written and spoken English.
- Very good presentation and report writing skills.
Duration
The consultancy will be 30 working days for the period from 17 August
25 September 2020.
Remuneration
The consultant w ill be paid at the level of a national consultant using the UN rate.
