Objectives: The Field Office Program and Operations Manager (FO POM) is responsible for the day to day oversight and coordination of all field office operations, managing staff performance, coordinating work schedules for programmatic synergies and effectiveness, maintain quality work and accountability and assuring compliance to CARE’s and partners policies and procedures. This role is at the center of the field office operations linking all other positions in daily or weekly contacts for participatory and consultative decision making and efficient stewardship and use of resources.  The FO P&OM will be required to demonstrate competencies in multi-tasking, take tangible measures to strengthen and maintain strong interrelationship between program and program support functions,  organize work of the teams, liaise and represent CARE Ethiopia with government counterparts and local partners, and work well under pressure by involving her or his workforce. Facilitating or directing smooth management of people, material and financial resources, resolving coordination and operational issues, and making decisions abided by CARE’s policies and procedures are among the key responsibilities. S/he will be responsible for coordination of and representation on policy issues with government in the operational woredas. The position will report to Program and Operations Coordinator and has signatory authority in the CO.

Responsibilities and Tasks:

Program Planning and Development:

§  Provides input into the development and realization of the CARE’s goals and strategic directions;

§  Ensures the FO activities adhere to CARE’s program principles, standards, and core values.

§  Actively contributes to program/project development initiatives.

§  Coordinates FO actions, coordinated planning and timely (organized work schedules on agreed time line).

§  Facilitates program-program support functions act in a planned and responsible manner fostering mutual understanding and standing for common goal of CARE.

Program/ Program Support Functions Implementation:

§  Provides day to day operational coordination and oversight of all FO activities, assuring effective management and supervision lines of authority are in place, with a focus on appropriate and timely delegation of authority and responsibility in a transparent, accountable and participatory manner;

§  Leads the implementation of operational decisions to support to FO operations.

§  Provides day to day oversight, monitoring and accountability for the timely implementation of audit recommendations and other field visits suggestions by CARE and non-CARE experts.

§  Coordinates, facilitates monitors and reports on the implementation of strategic issues such as AOP and IOP, and ensures widespread awareness of CO priorities and All Ethiopia messages throughout the FO.

Financial and Administrative Management:

§  Responsible and accountable for ensuring that the CARE Ethiopia personnel, administration and procurement manuals are properly understood and implemented.

§  Monitors that CARE Ethiopia assets including vehicles are properly and efficiently managed and safeguarded;

§  Ensures that financial affairs are consistently adhered to policies and procedures;

Field Office Leadership and Staff Management:

§  Coordinates and fosters transparent and participatory decision making to promote and maintain an effective team based management both at the FO and project/unit levels;

§  The POM oversees and coordinates Managers and heads in the FO for daily operational and external relation issues. The Project Managers, Admin and finance heads will have solid line reporting to their respective managers in Addis main office.

§  Responsible to facilitates dynamic, engaged and effective FO LT — members are required to dedicate 20% of their time to LT issues to ensure programmatic coordination and synergy

§  Fosters healthy work environment, transparent and accountable actions. FOPOM is required to report any irregularities or inconsistencies to the attention of the team timely and communicate the POC.

§  Facilitates the advancement of key initiatives such as social committees functioning in the FO, GED action plans, PSHEA etc are practiced through active involvement of the LT.

 Networking and Representation and Learning

§  Facilitates cross learning between projects i.e. sharing of information across projects at field office level;

§  Oversees the DME functions are supportive to program implementation and learning is extracted for wider sharing.

§  Facilitates close coordination and collaboration with community, government and non-government development activities in the area to build strategic alliances to address root causes of poverty;

Job Requirements

A)    Education/Training

Bachelor degree in development studies, social sciences, administration or related discipline.

B) Experience :

Minimum of eight years experience in development and management of rural livelihoods programs and proven experience leading the implementation of multi sector projects in an integrated approach
