Organizational Setting
The Programme Specialist oversees delivery of UNFPA’s integrated programme and technical services on ASRH in partnership with in-country implementers. The Programme Specialist will lead the Adolescent and youth Development programme team and collaborate with the Country Office’s operations and administrative support staff. S/he works under the overall guidance of the Representative and the direct supervision of the Assistant Representative.

Working within UNFPA Ethiopia Country Office (CO) environment, the Programme Specialist will ensure the effective management and articulation of UNFPA interventions in the areas of Adolescent and Youth Development (SRHR, HIV/AIDS, Youth Empowerment including in Humanitarian settings) into other programmes as well. The Programme Specialist analyzes and assesses relevant political, social and economic trends and provides substantive inputs to policy dialogue, project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks in the areas of ASRH HIV prevention and youth empowerment. S/he ensures and guides the appropriate application of UNFPA systems and procedures. Employing your programme management experience, the Programme Specialist will oversee the work of the SRHR programme team as well as consultants, advisors, and experts. S/he will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate. Job Requirements
Qualifications and Experience
Education:
- Advanced University Degree in Health, Population, Demography and/or other related Social Science discipline.
Knowledge and Experience:
- Five years of increasingly responsible professional experience in the field of sexual and reproductive health and rights, Adolescent and Youth development, and other related experiences both in humanitarian and development contexts;
- Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
- Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
- Experience in drafting and implementing legislation;
- Field experience is an asset;
- Prior experience in the UN system is an asset.
Languages:
- Fluency in English; knowledge of other official UN languages is desirable.
