Context

Under the overall supervision and guidance of the Head of Special Liaison Office (SLO) and Chief of Mission (COM) in Addis Ababa, the successful candidate will be accountable to and responsible for supporting the Office of the COM in implementing the priorities of the IOM-SLO Addis Ababa including working closely with the COM on initiatives that fall within the portfolio of his/her office. To this end, the s/he will provide policy, coordination, liaison and management assistance to the Office of the COM.

Core Functions / Responsibilities

Policy Support

Conduct ongoing research and analysis on migration and draft portions of policy briefs that articulate migration policy positions as regards Ethiopia, the IGAD (Intergovernmental Authority on Development) region and Africa.

Coordinate and facilitate quality assurance support for migration and policy-related studies commissioned by IOM- SLO Addis Ababa.

Participate in and report back on various policy development processes as regards Ethiopia, the IGAD region and Africa as may be assigned by the COM.

Coordination and Liaison with UNCT

  • Support the COM on strategic communication with and reporting to the UNCT (United Nations Country Team) on migration-related matters.
  • Support the positioning of the migration agenda by coordinating and following up on the Mission’s contribution to a range of external fora, including UN inter-agency platforms such as the UNPMT (Program Management Team), UNDAF (United Nations Development Assistance Framework), HLSC (High level Steering Committee for the UNDAF), etc.
  • Draft presentations for COM coordination with relevant units within the Mission.
  • Prepare and/or review routine correspondence requiring the COM’s signature.
  • Facilitate and track the flow of information from the COM to all units and sub-offices in order to ensure that all relevant staff/ actors are kept informed, including required follow-up actions.
  • Monitor and follow up on official correspondence from IOM-SLO Addis Ababa to the external partner constituency.
  • Participate in meetings deemed by the COM as relevant to the work of IOM-SLO Addis Ababa.

Management Support

  • Provide technical information and procedural guidance on the development and implementation of the Country Strategic Plan and Programme document for IOM-SLO.
  • Maintain updated knowledge of and follow up on the implementation of management and programme priorities as set out by the COM including in HoUs (Heads of Units) and other meetings.
  • Perform such other related duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Social Sciences, preferably in Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • At least two years’ relevant professional work experience in the development sector, including with regional multilateral bodies;
  • Excellent drafting capabilities, communication and negotiation skills;
  • Good analytical skills, ability to interpret information, identify and analyze problems;
  • Good understanding of concepts and current development related to migration;
  • Experience in the area of multilateral and inter-state cooperation on migration;
  • Good understanding of migration policy and practice, and inter-regional migration dynamics;
  • Good knowledge of project development, administration and evaluation concepts and procedures;
  • Good level of computer literacy, with proficiency in MS Windows / MS Office applications.

Languages

  • Fluency in English is required.
