Program Description

FHI 360 seeks candidates for the position of Program Officer, reporting directly to the Chief of Party for technical matters and to the Human Resources and Administration Manager for management tasks. The Program Officer will be based at project headquarters in the city of Beni Mellal and will support project’s efforts to promote inclusive socio-economic growth and development throughout the region. This is an entry-level position for an ambitious young person with the right skills and commitment to development.

Job Description

The Program Officer will be responsible for the following activities:

  • Help to conceptualize (purpose, objectives, outputs, expected impact), organize (venue, transport, equipment, etc.), budget (per diem, transport, supplies, etc.) and implement (manage process and in some cases make presentations at) training workshops, seminars and conferences that promote participatory governance, soft skills development, livelihoods, greater inclusion of women, youth and people with disabilities, rural populations and/or others as required by the project.

  • Help ensure that all workshops, seminars and conferences are outcome and performance-based so that the impact of training results can be measured and assessed and ensure that participants have access to training materials.

  • Review background documentation, ISED’s role and competencies, and the activities of government and other donors in the tourism sector in order to help support analyses and activities to promote the tourism sector.

  • Work closely with ISED’s tourism sector specialist based in Washington, DC

  • Help ensure that ISED applies Positive Youth Development (PYD) principles in all of its activities by systematically reviewing strategies, plans and activities from a PYD perspective. Advise the COP and ISED team on how to integrate PYD optimally in ISED.

  • Liaise with the Gender Specialist and Gender Coordinator to ensure that a “youth lens” is applied to gender activities

  • Liaise with the Monitoring, Evaluation and Learning Advisor to ensure that data are disaggregated by age bands to the greatest extent possible (15-19, 20-24 and 25-29).

  • Help to identify, recruit, place and support Talent Cloud Fellows (interns) who are expected to work with Civil Society Organizations, ISED and its partners and possibly others.

  • Maintain the on-line project library, ensuring that key documents are uploaded and properly stored in the project ShareDrive.

  • Help the COP and/or other staff from time to time with editing of routine correspondence or documents that may need to be translated among the Arabic, English and French languages.

  • Help organize meetings for any visiting short-term technical assistants and draft “Ordres de Mission” should any be required.

  • Undertake special assignments and other tasks as may be requested by the Chief of Party and/or the Human Resources and Administration Manager.

Education and skill requirements

  • Bachelor’s Degree in a relevant field of study required. Master’s Degree preferred.

  • At least three years of professional experience (including as an intern/”stagiaire”)

  • Interest in working with youth

  • Interest in promoting the tourism sector

  • Fluency in French and Arabic, good knowledge of English

  • Good writing and computer skills (MS Word, Excel etc.)

  • Ability to handle multiple tasks under pressure and with short deadlines

  • Ability to learn new skills and work as part of a team.
