This person will be based initially in Tunis as part of Aktis’ North Africa regional team. This team has been operating out of Tunisia since late 2013 and Aktis is now registered in Tunisia as Aktis Maghreb. During this period, Aktis has built a team of 16 fulltime staff dedicated to project work focused on reforming the Tunisian security sector and supporting conflict management efforts in Libya. The staff combine international and local experience and understanding: the majority are local staff. Our technical delivery is led by native Arabic speakers and former security ministry officials with international consulting skills.

Aktis is recruiting a Team Leader to lead an upcoming local resilience/stabilisation project in Libya. The project aims to enhance local resilience and recovery and local and overall Libyan stability by building the capacities of selected local municipalities to respond to conflict related issues, lead local stabilisation efforts, connect and enhance the legitimacy of the national government, enhance community security and promote a culture of peaceful resolution of conflicts to counter the violent trend.

The programme will initially focus on one municipality in Libya (most likely Tripoli) for 12 months before potentially expanding to additional locations, most likely Benghazi and Sabha. The start date for the project is likely to be around October 2017 but we are keen to bring this person on board as soon as possible in order to support the finalisation of the project design with the client.

Overall, the Team leader will provide the strategic and operational direction to the project and will ensure the overall quality of the project execution through leadership, coordination and technical support. The Team leader will manage, guide, coach and supervise the project team in the effective and efficient facilitation of the project interventions and build relationships with donor, Libyan government authorities, civil society stakeholders and the partner municipality. They will also be expected to participate in national and international level networking, knowledge sharing and policy dialogue related to the project.

Depending on the interests and capabilities of the successful applicant, we would be keen for he/she to take up a trusted position in the company (as staff or associate) in order to help support our growing project portfolio in Libya.

The Team Leader is accountable to the Regional Project Director for all aspects of the project delivery. Specific duties as Team Leader include:

Technical inputs and Work planning

  • Translating project requirements into precise activities with clear roles and responsibilities in order to ensure high quality project delivery within time and resource constraints that achieves agreed project objectives.
  • Managing the overall configuration of the project, supported by project manager and coordinator.
  • Conducting high-level work planning and allocate resources on quarterly, monthly and weekly basis, supported by project manager and coordinator.
  • Conducting weekly project meetings and ensuring daily delegation of tasking to achieve the objectives set in the high-level work planning
  • Ensuring that the technical delivery team functions as a whole and is given direction and guidance to meet its objectives
  • Planning and coordinating all aspects of technical delivery at the detailed level (e.g. producing, advising on and reviewing technical material from other consultants).
  • Building and sustaining team culture; motivating the team to meet their objectives;
  • Providing clear guidance so that the Project Manager, local Project Coordinator and local Libyan partner can provide the administrative and logistical support needed for the successful completion of the project

Stakeholder Management

  • To lead and work with the Project Manager and local Project Coordinator to develop local partner stakeholder engagement; ensuring that the beneficiary maintains ownership of project activities and intended outcomes; conducting formal and informal meetings to ensure project progress;
  • Alongside the Project Manager to represent the project and Aktis through meetings with donors and other international stakeholders;

Reporting

  • Providing ad hoc written and verbal reporting and presentations as requested by the client;
  • Ensuring impact examples and results are captured for periodic reporting
  • Ensuring that the M&E framework is constructed and delivered on time;

Risk Management

  • Using and ensuring compliance with Aktis processes and procedures (code of conduct, HSS, templates, information systems)
  • Convene meetings and lead collaborative problem-solving activities designed to mitigate project risk, keep all activities on track and maximise opportunities;
  • Incorporation of HSS briefings and updates into project planning and meetings
  • In the event of an HSS incident, to be responsible for initiating a Crisis Response Team;
  • Working with the Project Manager to update and manage programme risk on a monthly basis.

The successful candidate will have:

  • A minimum of 7 years relevant international work experience in fragile or conflict-affected states for international donor sponsored projects;
  • Successfully led or managed community-based security and justice or other local governance or stabilisation projects. This person should have a good understanding of how analysis of the political, social and economic aspects of local governance can help inform projects and, ideally, should have applied innovative approaches and methodologies to address local resilience/stabilisation issues;
  • Successfully developed the capacities of local partners to strategic manage conflict related issues and lead local stabilisation efforts; through close mentoring, coaching and facilitation;
  • Experience in working in the Middle East and North Africa region; and ideally to have knowledge of the Libyan context;
  • Experience managing a multi-cultural team on behalf of an international organisation – ideally including remote team management;
  • Experience leading or managing the implementation of a project under the UN project management & procurement system.
  • Demonstrated how to effectively manage an array of different stakeholders – host country governments, INGO, NGO partners, private sector and international donors;
  • Been responsible for the Health, Safety and Security of a team;
  • Minimum Bachelors’ degree in International Development, Humanities, Politics, Law, Business Management, Commerce, Medicine, Science, Engineering gained from a reputable, quality university. If no Masters qualification, Bachelor’s should have an average grade from studies of no less than H1 (80%) across the course studied.

o Masters qualification in relevant sector a significant advantage.

  • Excellent oral and written English and, ideally, Arabic skills.
