The Observatory Improvement District (OBSID) NPC is an established Special Rating Area (SRA) and provides top up services to the City of Cape Town, including cleaning and urban management, public safety and social development.

OBSID seeks to appoint a Social Development Programme Coordinator to be based in Cape Town.

Our social development programme delivers social services to people living inside of the OBSID boundaries, in line with the programme’s implementation framework – with a focus on people living on the streets

The purpose of the job looking for a proactive, empathetic and energetic person to take on this role.  You’ll be delivering outreach services and individual case management to clients as well as overseeing a work-based rehabilitation programme and participating in a project team overseeing a supportive housing pilot project.

Responsibilities:

  •  Outreach – daily street side interactions with those in Observatory in order to build relationships and give information.
  • Individualised case management services including:
    • Deepening of knowledge about client situations through sharing of information, developing a client needs assessment and offering options;
    • Basic support offered on a needs basis (clothing, toiletries, information);
    • Assistance provided as per needs assessment , referrals to support services as required;
    • Medical / psychosocial referrals and performing linkage officer duties as needed;
    • Housing – assisting with placements at shelters / Safe Space, exploring family reunification and other options;
    • Enrolling qualifying clients onto the work based rehab programme and supportive housing programmes.
  • Work-based rehabilitation programme:
    • Overseeing duties of programme supervisor;
    • Ensuring programme participation requirements are met;
    • Assisting programme supervisor with work site supervision as required.
  • Supportive housing pilot project (until  31/7/21):
    • Holding daily handovers with house supervisors, addressing issues and following up on actions arising until close out;
    • Attending and participating in weekly programme management meetings and community meetings;
    • Overseeing operations (cleaning, food supplies, maintenance) at the house with support from the project team;
    • Ensuring housing participation requirements are met.
  • Programme reporting / client file maintenance / database maintenance / programme administration
  • Ongoing development of community and partner relationships.

To be considered for the role, you will need:

  • Current registration as a Social Worker or Social Auxiliary Worker.
  • An interest in working with people living on the streets.
  • A minimum of 3-5 years relevant work experience in the development sector gained working with adults in vulnerable communities – linkage officer experience and familiarity with the location and functioning / intake requirements of City of Cape Town based social and healthcare services is very advantageous.
  • Good communication skills, both verbal and written, in English with Xhosa / Afrikaans very advantageous
  • Computer skills – MS Office and database entries.
  • Good time management skills.
  • Able to cope with change and a fast paced organisation.
  • Able to work independently within a programme framework.
  • Good coordination skills and demonstrated ability to effectively manage own time and schedule.
  • Able to work in a multicultural/lingual environment.
  • Physically suited to working street side / outdoors for extended periods of time.
  • Able to work some hours in the early mornings, on weekends and on paid public holidays when asked to do so.
  • A basic understanding of harm reduction strategies will be advantageous.
  • A valid driver’s licence and own vehicle will be advantageous.
