POSITION OVERVIEW:
Under the direct supervision of ERR manager based in Shire and administratively under Shire field coordinator the Emergency Water trucking Technician Officer is responsible for leading and supervising Water trucking Activities, leading and facilitating project field assessments, Water distribution’ responses, and safe water supply activities in IDP sites and host communities and reports and monitoring and management of budget for those respective activities accordingly and organize ERR response activities. Emergency Water trucking Technician Officer will work with the ERR Manager , Water Truck monitors and will be primarily responsible for supervising water trucking activities including treatment and testing water quality at source as directed by the EH Officer. He will also work with EH and Health team intimately for the achievement of quality program implementations. He will also manage water truck monitors.
Major Duties and Responsibilities:
· Work with EH/WASH , Nutrition, Health and Protection team to plan the water trucking needs and raised purchase request based on program objective and budget
· Ensure that all water delivered/supplied meets (inter) national drinking water standards and that monitoring activities are implemented in a timely and professional manner and in line with beneficiary needs.
· Maintain close links and collaboration with other EH teams and sectors and in particular Water Trucking Monitoring, Water Supply, Hygiene Promotion and Health.
- With the support of the ERR Manager – Emergency Water trucking Technician Officer will assess the water sources quality and quantity to be incorporated in delivery of water to target location(s) and make recommendations on suitability and the best water treatment method to be used for human consumption. The main tests to be carried out will to determine if the source meets WHO drinking water guidelines under the following parameters: chemical, bacteriological and physical
- With the support of the ERR Manger – design a robust water testing framework (Water Safety Plan) that not only incorporates critical control points in the distribution water to IDPs and host communities but includes trigger level indicators as well as actions to be taken when the samples fail to meet (inter)national standards
· Ensure the proper distribution of water to communities and register daily trucking report as record at community level and verified by community/IDP representative.
- Where applicable train households on the use of Household Water Treatment and Storage methods (HWTS).
· Maintain strong working relationship with respective IRC staff and other partners in the Intervention areas.
· Coordinate and communicate with IRC staff on the ground, the water/EH team and HP/ERR team.
- Carry out monitoring of all water trucking systems implemented.
· Prepare a monthly progress report and weekly update and submit to the ERR manager per the reporting time scheduled.
· Organize and ensure the documentation of every project activity, distributions of water truck lists and capacity building activities both in hard and soft copies supported by pictures.
· Ensure that project activities and spending are fully in compliance with the IRC, Government and donor regulations.
· Ensure that the Purchase requests are tracked and communicated timely to SC & finance teams for the follow up of burning rate and checking for accomplishment status of activities as per the plan
· Provide support to the ERR/ Hygiene Assistants and the ERR/Hygiene promotion team who base at Woreda and Community Level
· Works closely with Zone/Woreda Disaster Risk Management, water mine & Energy and Health Offices towards efficient and effective implementation of the response
· Takes additional responsibilities and Assignments as assigned by ERR Manager and the field office management where necessary.
Job Requirements
REQUIREMENTS:
· BSc Degree/Diploma in Public Health or engineering related.
· 2 years for BSc Degree holders & 5 years for Diploma experience.
· 1 year supervisory skill and basic managerial skills.
· Emergency response experience/ERR with INGO /LNGO in local community settings.
· Technical and report writing skills
· Computer literate.
· Fluent spoken and written English.
· Local language will be plus.
· Good communication and interpersonal skills.
