Terms of Reference Linkages to Temporary Foster Care Consultancy CRS Uganda

  1. Purpose

This Terms of Reference (TOR) outlines the activities and deliverables for the recruitment of a Consultant to support the Keeping Children in Healthy and Protective Families (KCHPF) Project. This consultancy is designed to meet a key child safeguarding deliverable by supporting the development of a strategy to effectively link children to temporary foster care. The maximum duration of this consultancy is a maximum of 20 days over a period of one month, starting September 25, 2017 and running through October 30, 2017.

  1. Project Background

4Children is a five-year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services (CRS) with partners IntraHealth, Maestral International, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for OVC affected by HIV and AIDS and other adversities. 4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contribute to overall improvements in quality of life and productivity for vulnerable children and their families.

Within this larger 4Children initiative, the KCHPF Project is as an operational research project funded by USAID/Displaced Children and Orphans Fund (DCOF). KCHPF supports the reintegration of approximately 640 children living in residential care back into family-based care in order to evaluate the impact of a package of family support interventions on successful reintegration. The package which is being tested includes reintegration case management support, a cash grant, and a parenting training intervention.

While preparing for the safe and sustainable reintegration of children, the project is also linking to existing child protection mechanisms, including temporary foster care. There is a need to ensure that the existing structures and practices are mapped and engaged, and that the project’s strategy for foster care referrals is one that is generally accepted and driven by the community with full support and leadership of the government.

III. Objectives

The Linkages to Foster Care Consultant will work closely with the 4Children Senior Technical Advisor for Child Protection, the 4Children Project Director and consortium partners to lead a consultative process with government and civil society to gather information regarding existing mechanisms for temporary foster care in the three identified districts. S/he will also conduct a desk review of the national guidelines and standards regarding foster care in Uganda to inform KCHPF practices. Finally, s/he will draft a project-level strategy to enable the project to utilize existing foster care options, and/or provide support to strengthen and/or increase accessibility of these services.

  1. Activities

The following outlines key activities that will be undertaken over the consultancy:

  1. Desk review of existing policies, guidelines, and standards for foster care, together with relevant child protection and alternative care guidance.
  2. Stakeholder consultations including but not limited to: (a) Ministry of Gender, Labour and Social Development (MGLSD) (b) Probation and Social Welfare Officers operating in the respective districts; (c) existing foster care networks; (d) Representatives from the Police’s Child and Family Protection Units, and (3) Faith-based organizations intervening in this area.
  3. Analysis of the rapid mapping exercise which included foster care options in the three districts to include the number of foster care providers, level of training provided/needed, and capacity for referrals.

Catholic Relief Services was founded in 1943 by the Catholic Bishops of the United States to serve World War II survivors in Europe. Since then, we have expanded in size to reach more than 100 million people in 101 countries on five continents.

Our mission is to assist impoverished and disadvantaged people overseas, working in the spirit of Catholic social teaching to promote the sacredness of human life and the dignity of the human person. Although our mission is rooted in the Catholic faith, our operations serve people based solely on need, regardless of their race, religion or ethnicity. Within the United States, CRS engages Catholics to live their faith in solidarity with the poor and suffering people of the world.

CRS is motivated by the example of Jesus Christ to ease suffering, provide development assistance, and foster charity and justice. We are committed to a set of Guiding Principles and hold ourselves accountable to each other for them.

Watch what happens when little miracles touch the lives of the most vulnerable people around the world. Witness the lifesaving help and hope provided by Catholic Relief Services. Take a look at just how far your heart can reach.

As the official international humanitarian agency of the Catholic community in the United States, CRS is governed by a board of directors comprising clergy, most of them bishops elected by the United States Conference of Catholic Bishops, as well as religious and Catholic lay men and women.

CRS maintains strict standards of efficiency, accountability and transparency: 93% of our expenditures go directly to programs.

CRS' commitment to Catholic teaching

Catholic Relief Services is a manifestation of love for our brothers and sisters around the globe by the Catholic community of the United States. We protect, defend and advance human life around the world by directly meeting basic needs and advocating solutions to injustice. CRS is a pro-life organization dedicated to preserving the sacredness and dignity of human life from conception to natural death. Every aspect of our work is to help life flourish. We are resolute in our commitment to the Church and its teaching.

As a part of the Universal Church, we work with local Catholic institutions around the world. As a Catholic agency that provides assistance to people in need in 101 countries without regard to race, religion or nationality, we also participate in humanitarian initiatives undertaken by a range of groups, including governments, other faith communities and secular institutions. Although some positions and practices of these institutions are not always consistent with the full range of Catholic teaching, CRS' work with these institutions always focuses only on activities that are fully consistent with Catholic teachings.

CRS employs Catholics as well as non-Catholics. Membership in professional associations enables our staff to obtain information and technological advances that best prepare us to serve those in our care—and we do so in full accordance with Catholic teachings. Our staff members also belong to coalitions that extend the reach of services to poor people who often live in remote areas where CRS does not operate. These coalitions give CRS a platform to present effective methods and procedures that demonstrate the efficacy of Catholic approaches to health and family planning. These are our opportunities to make space in the public sphere for the Catholic viewpoint and to witness to our faith.
