Programme management

  • Develop separate MEAL frameworks for each partner in the Projects and a consolidated one (including internal processes, impact indicators and risk factors) for ease of monitoring of the projects by arche noVa and partners.
  • Review and develop additional MEAL tools and processes where needed and revise existing tools where appropriate to align with the Projects and donor requirements in collaboration with the arche noVa Regional Coordinator and HQ.
  • Work closely with the arche noVa Program Officers/ Coordinator and Regional Coordinator for technical inputs in developing and reviewing MEAL tools such as baseline, feasibility, mapping project monitoring, photographic evidence and external evaluations for use by partner staff and consultants.
  • Lead the development of specific MEAL workplan for the Regional Project, with technical inputs by Program Officers/Coordinator, Country Director and Regional Coordinator for use by Partner staff.
  • Conduct regular monitoring of the MEAL workplan for the Projects and alert the Regional Coordinator/ HQ on any shortcomings or concerns via monthly team meetings/ MEAL report/quarterly steering meetings.
  • Assist the arche noVa Regional Coordinator to ensure compliance with project proposals, donor and internal arche noVa guidelines in the Countries of operation.

Quality management and Impact orientation

  • Build capacity of staff in the Projects through training and support for effective implementation of the MEAL systems, including information gathering, follow up and post implementation monitoring, in collaboration with the Regional Coordinator.
  • To liaise effectively with the Regional Finance and Administrator on accounting, finances and administration related matters.
  • Suggest, recommend, and communicate to the Regional Coordinator on necessary improvements required on various aspects at Regional level
  • Ensure timely and accurate reporting as agreed with the Regional Coordinator/HQ.
  • Assist with any other duties assigned by the line Manager.

Coordination & Communication/Reporting

  • In collaboration with the Program Officer/ Coordinator/ finance, review, input and finalize reporting writing for the Projects in collaboration with the Regional Coordinator in readiness for HQ/ donor submissions.
  • Lead in the coordination of editing narrative, MEAL reports and any other relevant document in collaboration with the Program Officer/ Coordinator/ Country Director and Regional Coordinator.
  • Ensure the project reports and relevant documents are of high quality, are in line with donor guidelines, formats and are submitted in timely manner within set HQ and donor deadlines in collaboration with the Regional Coordinator.
  • Analyze the quality of feedback from the beneficiaries/community and partners in collaboration with the Program officer/ Coordinator and develop a comprehensive response plan to the Regional Coordinator/ HQ.
  • Establish a clear reporting plan for each partner in collaboration with Program officers/ Coordinators and a consolidated one for the regional project, discuss and track its implementation in collaboration with the Regional Coordinator.
  • Ensure reports and project documents are properly filed, archived.
  • Contribute to capitalization of best practices and lessons learnt for the Projects in collaboration with the Program Officer/ Coordinator/ Country Director/ Regional Coordinator.
  • Attend relevant MEAL coordination meetings as agreed upon with the Country Director/ Regional Coordinator/ HQ.

POSITION REQUIREMENTS

QUALIFICATIONS

  • University Degree in MEAL Studies, Social Sciences, International Relations and or Development studies or any other relevant sector.
  • 3-4 years’ professional experience, with at least 3 years’ professional experience in a similar position.
  • Clear understanding of humanitarian & security context and operation dynamics (in the region).

SKILLS & EXPERIENCE

ESSENTIAL

  • Prior experience in NGOs/INGOs
  • Knowledge of MEAL and project management
  • Professionalism
  • Exceptional organization, time management and attention to details
  • Good writing skills
  • Able to work in an autonomous way and under pressure
  • Fluent in English (speaking& writing).
  • Excellent competency in MS Word and Excel, Power Point etc
  • Good working knowledge of at least 1 statistics application (SPS etc)
  • Available/ready to travel in remote areas in the Region (Somalia, Somaliland, Ethiopia, Sudan).
  • Excellent knowledge of the targeted areas of operation and dynamics in the Region
  • Excellent communicator and negotiator with diplomacy skills.
  • Commitment to and understanding of arche noVa’s values.
  • Team player, flexible, patient.
  • Proven gender awareness and sensitivity.
