Purpose
The job holder overall mission is to ensure effective and efficient implementation, monitoring, evaluation and reporting of CBM supported programmes/projects implemented by the National Union of Disability Organisations of Rwanda (NUDOR), with a main focus on SaveAbility–Socio-economic empowerment of persons with disabilities in Rwanda funded by the Scottish Government.

Job Profile:
Project Planning
- In collaboration with the relevant CBM stakeholders, assist the partner in the writing of the new proposals including the budget/cost plan;
- Pro-actively communicate with the partner to ensure that all preparatory steps for starting new projects have been done ahead of the start date of the project implementation. These should include but not limited to the recruitment of qualified staff, development of clear job descriptions for them and development of monitoring system;
- Ensure that the partner new project staff are properly oriented or trained for clear and comprehensive understanding of the project;
- Provide the partner with comprehensive understanding of CBM reporting systems for both programme and finance. Emphasis should be given to accountability.
Project Implementation
- Develop scheduled communication (verbal and written) with the partner regarding the status of implementation of projects’ activities and act accordingly to help and facilitate the resolution of all problems as they may occur. All communications that are important should be documented in writing for reference;
- Conduct regular monitoring visits as per CBM’s standards;
- Follow up the budget application process with the partner and operations at Regional Office;
- Ensure request of funds from the partner are submitted and reviewed in a timely manner;
- Provide support and advisory to the partner in implementing the programmes/projects activities and budgets, including procurement;
- Provide constructive and quality feedback to the partner if and when necessary;
- Be critical when conducting monitoring visit on issues related to appropriateness of activities and approaches used by the partner, such as those affecting sustainability, child safeguarding, gender issues etc.;
- Liaise with the Programme Finance team in validating request of funds/ call ups, financial narrative reports, follow up on advisory notes, filled statistics forms, project contracts, and any other document that may be required.
Documentation
- Record all results and analysis of projects monitoring results/data that are stored at the partner level, with important/strategic findings (lessons learned, best practices, evidence base) also stored at CBM office;
- All projects monitoring data should be easily accessible for use in projects evaluations as well as for evidence to be used in national level advocacy and alliance-building;
- Regularly check and review projects documentation by the partner.
Quality Management
- Ensure that processes and procedures organizationally and at individual project staff level, meet the project requirements for proper quality management and implementation of activities/interventions of the project;
- Ensure that principles and practice of disability inclusive development are woven through the design and implementation of the projects;
- Develop the capacity of the partner in various programme themes to promote CBMs programme approach and standards in child safeguarding, gender, disability and development, M&E, Inclusive Project Cycle Management (IPCM);
- Provide support to the Wider Implementation of the Child Safeguarding Policy and Including Capacity Development;
- Develop contacts with as many as possible relevant external parties to develop network and alliances;
- Assist the partner to plan and organise seminars exposing projects’ successes and positive results that are supported by evidence, inviting relevant district, provincial and national levels government offices and other players;
- Conduct scheduled evaluations and share results accordingly for advocacy purposes;
- Ensure project staff are provided with the necessary guidance and supervision as to what they should do related to the implementation of projects by the partner, including partner capacity building through:
o Organizing and participating in partner capacity assessments
o Follow up on implementation of the partner assessment recommendations
o Regular coaching and mentoring the partner in leadership and governance for effective and efficient programme/project implementation
o Annual performance feedback
o Identification of capacity development needs
o implementation of partner assessment recommendations
Relationship and Communication
- Liaise the partner with the Country Office, Regional Office, International Office, Member Associations and donors in terms of good communication;
- Facilitate effective communication with the partner and stakeholders;
- Organise visits of programmes/projects by CBM staff and donors;
- Ensure terms of reference for programmes/projects visits are prepared and approved;
- Ensure field visit reports and Reports on Discussions (ROD) are produced and circulated;
- Update the partner with CBM requirements in terms of project planning, implementation and reporting;
- Liaise with the Government Authorities in terms of needed reporting and support, activities conducted and related portfolio;
- Taking up any other tasks assigned by the line manager.
Languages
- Fluency in English and Kinyarwanda; French is an added value
Professional and Personal Profile:
Education, Knowledge & Professional Experience
- Master degree in Community Development, Project Management, Sociology, Development Studies or related field;
- Minimum of three years of work experience with an international NGO in programme development and support;
- Preferably knowledgeable in financial management;
- Experience in proposal writing;
- Experience in project planning, monitoring, review and evaluation;
- Excellent interpersonal skills with the ability to develop and maintain strong cross-cultural professional relationships;
- Experience working with people with disabilities and the disability inclusive development sector a considerable advantage;
- Excellent communication skills, verbal and written;
- Excellent personal and public communication and negotiation skills with all types and levels of stakeholders;
- Very good understanding of principles in monitoring, reporting and evaluation;
- Ability to take the initiative, multi-task, prioritise work and meet deadlines;
- Ability to research, analyse data and provide recommendations;
- Very good representation and diplomacy skills;
- Ability to foster teamwork with intercultural competence and sensitivity;
- Willingness to travel and work long hours when necessary;
- Willingness to commit and adhere to CBM’s values and Child Safeguarding Policy
