Job Description:

The Project Officer is to work under the direct supervision of the (Acting) Country Director/Programme Coordinator (International Staff) to oversee the project implementation. While being based in Kotido, s/he is responsible to supervise and monitor the day-to-day activities carried out mainly by the local partner through coordination with the relevant stakeholders of AAR Japan as the regional focal point since International Staff are based in the AAR Japan’s office in either Hoima or Kampala. Providing guidance to the local partner and other staff members of AAR Japan on the ground with a deep understanding of the project’s donor guidelines and reporting to his/her supervisors in a timely manner is one of the key tasks the Project Officer shall be responsible for. S/he may occasionally have business trips to Kampala and other districts/cities when necessary. The position requires hands-on working experience in the field of emergency relief, particularly in-kind food assistance.

Scope of Works:

  1. Supervise and provide necessary guidance to the local partner for the smooth implementation of the project activities.
  2. Coordinate with the target beneficiaries, partner organizations and authorities as a regional focal point to carry out the activities under the project.
  3. Monitor progress of the project activities and report to the supervisors on a regular basis in comprehensive and organized ways.
  4. Collect and share any project-relevant information through attending coordination meetings and consultative meetings to represent AAR Japan.
  5. Coordinate and supervise local contractors and any temporary assistant staff/officers for the project on behalf of the International Staff.
  6. Establish and close the office in accordance with the relevant stakeholder/donor’s guidelines/instructions prior to and after the project implementation.
  7. Identify and gather compelling needs in the field through assessment for future projects’ proposals in Karamoja.
  8. Assist International Staff with proposal writing.
  9. Perform any other duties requested by the supervisors.

Experience Required:

  1. More than three (3) years of experience in the field of project management/coordination in NGO sector, including but not limited to, planning and execution of scheduled works weekly/biweekly/monthly report writing, budget monitoring/supervision, overseeing needs assessment and M&E activities.
  2. More than five (5) years of experience in emergency relief activities in aid organizations.
  3. More than two (3) years of “in-kind food assistance project” implementation experiences.
  4. Experience in working in Karamoja Sub-Region would be advantageous.
  5. Experience in working with a local partner in project implementation and supervising them would be advantageous.

Qualification Required:

  1. Bachelor’s Degree in the relevant field (Development Studies, Community Based Development, Nutrition, etc.).
  2. Ugandan citizen, residing in Uganda and able to station in Kotido for the whole project period.
  3. Language: Fluency in both written and spoken English. Knowledge of Karamoja, Kiswahili and other locally spoken languages would be advantageous.
  4. Excellent MS Office skills (MS Word, MS Excel etc.).
  5. Strong motivation to commit oneself to be a part of a humanitarian/aid organization.
  6. Strong coordination and negotiation/communication skills.
  7. Self-driven with problem-solving skills and the capability to work under minimum supervision.
  8. Capability to complete assignments with tight deadlines under challenging circumstances.
  9. Capability to produce quality documents and reports for the project.
  10. Capability to analyze on-the-ground situations that may affect the project execution.
  11. Punctuality.
