General Description
Momentum Wheels for Humanity is seeking candidates for an Assistive Technology (AT) Services SoPs Consultant for the USAID-funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS). The purpose of this consultancy is to provide technical support to Momentum Wheels for Humanity (MWH) in co-developing Standard Operating Procedures for assistive technology services in Lira, Uganda. Only candidates with work authorization in Uganda will be considered; relocation benefits will not be provided.
Project Description
The USAID-funded Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS) is designed to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises of five international partners with expertise in health systems, implementation science, and delivery innovations.

Specific Duties and Responsibilities
Consultant shall assume the following specific responsibilities for the length of the short-term consultancy:
- Identify, gather, and review Standard Operating Procedures for rehabilitation services that may be applicable to assistive technology services.
- If applicable, travel to Lira to visit select health centers and understand current procedures for health services.
- Develop a draft Standard Operating Procedure (SOP) for assistive technology services in Lira, Uganda, in consultation with the Assistive Technology Focal Point consultants, ReLAB-HS Uganda country teams, and MWH HQ. SOP will be inclusive of services available, roles and responsibilities, step-by-step list of the procedures, descriptions of what needs to be done to complete each step, terminology, etc.
- Design agenda and facilitation plan for one-day participatory workshop for AT service SoP development, in collaboration with the Assistive Technology Focal Point consultants, ReLAB-HS Uganda country teams, and MWH HQ.
- Lead the facilitation of the workshop in collaboration with the Assistive Technology Focal Point consultant and ReLAB-HS Uganda country teams. This will involve travel to workshop location (TBD).
- Produce the final Standard Operating Procedure for AT Services for Lira NoC, Uganda and recommendations for implementation with additional reports or summaries per request by MWH HQ on behalf of the ReLAB-HS consortium
Minimum Qualifications
- Bachelor’s Degree in health services, public health, rehabilitation-related areas, medical technology, assistive technology or related fields
- At least 5 years of experience preferably in public health service development, rehabilitation, healthcare and/or health technology management including assistive technology preferred.
- Experience working with governmental and national-level regulatory institutions is an asset.
- Skills / Technical skills and knowledge:
- Technical knowledge in health policy and healthcare/health technology management including assistive technology.
- Excellent communication and facilitation/coordination skills.
- Language requirements: Excellent knowledge of written and spoken English. Preference for candidates with written and spoken proficiency in Lango/Luo.
- Proficiency in Microsoft Office suite, including Word, Excel and Outlook
- Willingness to travel domestically to Lira, Uganda.
Preferred Qualifications
- Experience providing technical inputs on a USAID-funded program
- Masters level degree in relevant technical field
Experience developing and implementing SoPs for rehabilitation services
