Job Title: Chief of Party (DCOP)

Overview:

IBTCI is seeking a Chief of Party (COP) for an upcoming USAID/Uganda Monitoring, Evaluation Learning and Strategic Information (MEL-SI) platform operating out of Kampala, Uganda. The general objectives of this project include: strengthening evidence-based programming within USAID/Kampala and among implementing partners in support of the country’s development cooperation strategy; implement a comprehensive management and reporting system; support the Government of Uganda information systems pertaining to orphans and vulnerable children; and analyze the effectiveness and sustainability of initiatives pertaining to gender, equity, social inclusion, localization, climate resilience, and private sector engagement. This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Provide overall management, guidance, and technical direction to the project team.
  • Ensure the completion of all deliverables required under the contract are submitted in a timely manner.
  • Perform quality control of all deliverables submitted.
  • Ensure compliance with all contractual requirements.
  • Provide technical guidance, administrative coordination, operations oversight for the project.
  • Manage the extraction, cleaning, mining, compilation, analysis and visualization of PEPFAR and non-PEPFAR data (e.g., malaria, TB, reproductive health and MCH) to comply with health programming monitoring and reporting needs for all project components.
  • Support and approve the design of all special studies and assessments conducted under the project.
  • Coordinate the preparation and the implementation of annual workplans.
  • Prepare and manage annual budgets.
  • Build and maintain strong relationships with the client, implementing partners and other relevant stakeholders.
  • Responsible for overseeing sub-contractor’s work and performance as applicable.
  • Liaise with the Government of Uganda stakeholders as required.
  • Operate as the major point of contact and liaise with the Home Office.
  • Travel is essential and may include travel to fragile and conflict-affected areas.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 15 years of progressively responsible technical and management experience of MEL Platforms and/or large health sector programs.
  • At least 5 years of experience managing teams.
  • Demonstrated experience managing expatriate and local staff in humanitarian, development or transition programs.
  • Demonstrated experience in annual work planning and in budget preparation and management.
  • Excellent interpersonal, time management and communication skills required.

Education:

  • An advanced degree in public health, epidemiology, nutrition, demography, project management, international development or related field.

Preferred Knowledge, Skills and Abilities:

  • Proven ability to implement a USAID-funded program preferred.
  • Experience establishing and supporting networks preferred.
  • Previous experience working on programs implemented in East Africa preferred

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
