Context:

IOM has been expanding its emergency preparedness portfolio to provide a platform for IOM staff to effectively anticipate, respond to and recover from the impacts of the likely, imminent or current disasters. This includes strengthening IOM’s emergency preparedness capacities through increasing its readiness for emergency response at the Regional Office (RO) level, to increase predictability and consistency in readiness planning across all ROs. This will ultimately aim to improve country offices (COs) and ROs’ readiness capacities to respond to identified/anticipated (including climate related) risks, as well as other emerging risks while ensuring much stronger positioning of IOM and strategic partnerships with relevant stakeholders involved in emergency preparedness.

In coordination with the Emergency Preparedness Unit in Department of Operations and Emergencies (DOE), and under the direct supervision of the Senior Emergency and Post Crisis Specialist, the Regional Emergency Preparedness Officer will be responsible for the following duties:

Core Functions / Responsibilities:

  1. Provide expert technical inputs and background information required for the design,implementation and follow up of projects on emergency preparedness.
  2. Lead or facilitate trainings on emergency capacity building, workshops for development ofcontingency plans, and participate regularly in response planning.
  3. Deploy and support missions working on localized emergency preparedness programmingincluding Disaster Risk Reduction (DRR), Disaster Risk Management (DRM) and specific technical specialities related to preparedness capacity to respond to hazards.
  4. Support regional risk scanning and analysis at regular intervals, in coordination withHeadquarters (HQs), ROs and COs and HQs, to inform and help trigger emergency preparedness and response, and Liaise and coordinate information sharing with HQs, RO, and CO focal points for risk analysis and monitoring.
  5. Support COs in the region in maintaining information management & knowledge managementon Emergency Preparedness (EP) via the existing tool such as the EP Dashboard, and promote contingency planning and enhanced preparedness accordingly.
  6. Provide expert and consistent support and assistance to IOM Country Offices in need ofguidance though the contingency planning process. Support the development and review IOM missions finalized contingency plans and support their review based on latest available information, in close coordination with relevant thematic experts and senior officials.
  7. Monitor the application of and analyse feedback from the implementation of emergencypreparedness standards, guidance and tools, and leverage these inputs with a view to harmonizing programmes for enhancing emergency preparedness and response.
  8. Represent IOM and actively participate in the inter-agency preparedness initiatives andworking groups as required, and encourage IOM’s participation and inclusion in the Anticipatory Action frameworks at regional level.
  9. Assist country offices within the region in critical phases of preparedness and humanitarianresponse through mission travel. Support complex emergency countries during strategic moments of interagency assessment and planning, including planning for integrated United Nations (UN) presences.
  10. Identify new opportunities for emergency preparedness and substantively participate in thedevelopment of project proposals in coordination with Resources Management Unit, Department of Operations and Emergency (DOE), the Regional Office and Program/Project Managers, notably to strengthen linkages with Emergency programming and Climate/DRR programs as relevant (e.g. MECR-CADRI, DOE-MICIC, Global Stocks).
  11. Identify those IOM implemented programmes and projects which may have an emergencypreparedness component/link, provide advice to and formulate recommendations for the development of synergies as appropriate and feasible, with a focus on training.
  12. Undertake duty travel relating to need assessments, emergency preparedness projectmonitoring, liaison with counterparts, problem solving, and new project development, as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Knowledge and experience of different aspects of emergency preparedness and responsearound IOM emergency programming;
  • Experience in the field of emergency response, humanitarian assistance in natural disasterand conflict contexts;
  • Experience working at an international level with UN, international organization andnon-government organizations in complex humanitarian and emergency operations; • Experience in programme coordination, project development and monitoring and evaluation.

Skills

  • Sound judgment, ability to extract, interpret, analyse and format data and make decisionrapidly to resolve operational problems; • Ability to work with minimum supervision;
  • Capacity to work effectively in high-pressure, rapidly changing environments;
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either French, Spanish, or Arabic is an advantage.
