Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries all other the world.

PUI is starting operations in Libya with a health intervention in Benghazi to improve access to quality healthcare for individuals affected by the ongoing conflict in Benghazi and its surroundings. The Mission is currently organised with a Coordination Office in Tunis with overall authority for the mission under the Head of Mission. The Operations Office in Benghazi is overseen by a Deputy Head of Mission.

Overall purpose of the Job

The Mobile Health Clinic Team Leader (MHC TL) will organize, supervise and support the entire clinical team, which will consist of (in its entirety) a triage nurse, a registration attendant, a consultation doctor, a consultation nurse, a reproductive health officer, a mental health officer and a medication dispenser. The MHC TL will ensure that daily clinic activities follow Première Urgence Internationale’s technical standards, protocols, policies and procedures.

In addition to the supervision duties, the MHC TL will also be expected to perform clinical duties relevant to his/her role as a Medical Doctor or as Nurse.

Specific Responsibilities

  1. FULFIL EXPECTED CLINICAL AND RELATED DUTIES
  • Establish personal rapport with potential and actual patients and their relatives;
  • Perform clinical duties relevant to his/her role as Medical doctor or as Nurse
  • Carry out first aid care according to protocols;
  • Abide by National guidelines and protocols, PUI protocols and International protocols; adjusted to the individual needs of the patient and at lowest cost
  • Refer or Assist in the referrals of patients to Secondary Health services according to the assessment, and assure referral documents accompany the patient;
  • Follow up retro-information after referral of patient with the referral facilities
  • Refer patients to the Mental Health Officer for mental health psychological support according to the needs;
  • Identify Gender Based Violence victims and collaborate with the reproductive health officer for treatment;
  • Provide individual health education to patients concerning their health, treatment and prevention of diseases;
  • Document collected patient information and prescribed treatment on health cards and other records;
  • Support in various data collection;
  • Maintain and promote patient confidentiality regarding patient information and records;
  • Adhere to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations;
  • Adhere to therapeutic standards;
  • Ensure coordination and continuity of care through verbal and written reports and coordination with Nurse, MHO, RHO and other Health team members;
  • Assist in the training of other health team members;
  • Keep up to date with medical developments, new treatments/medications and protocols and guidelines;
  • Maintain a safe and clean working environment by complying with Universal standards, procedures, rules, and regulations
  • Ensure operation of equipment, and report to her/his supervisor in case of damage or not functioning
  • Participate actively in meetings and trainings when required;
  • Perform other relevant duties as requested by supervisors
  1. SUPERVISE THE CLINICAL TEAM’S DAILY ACTIVITIES
  • Supervise the provision of clinical services, ensuring adherence to clinical protocols as outlined by national and PUI standards, which will be conducted in collaboration with the Medical Coordinator and the MHC AM;
  • Supervise, monitor and actively participate in infection control and hygiene procedures and ensure adherence to national and PUI standards;
  • Supervise all team members, including the cleaners, in ensuring all medical waste management standards and protocols are adhered to.
  • Ensure all team members adhere to allocated work schedules;
  • Assist in identifying knowledge and skill gaps and clinical training requirements;
  • Participate regularly in training and information sessions;
  • Supervise the registration attendant in fulfilling registration and data collection;
  • Provide support to the Information Management Officer and MHC AM in ensuring collection, storing and securing of all clinical data
  • Ensure the motivation and cohesion of the clinical team;
  1. OTHER DUTIES
  • Discuss with the Hospital manager about any difficulty preventing the smooth running of daily activities to find a quick solution. If no solution found, report to the MHC AM.
  • Reports concerns or requests from the Hospital manager to the MHC AM
  • Follow safety and security rules on-base and transmit all safety and security information to the MHC AM

In General, the Incumbent has to remain flexible and to perform any other duties as required for the good care of patients

Required Profile

Required knowledge and skills

  • Registered Medical Doctor OR Registered Nurse
  • Experience in a patient-contact role
  • Excellent communication and interpersonal skills
  • Excellent organizational skills
  • Speaking and writing both English and Arab, both written and spoken
  • Microsoft Office

Desirable Knowledge and skills

  • Experience in community or public health
  • Experience in medical setting
  • Experience with an NGO
  • Experience with PUI
  • Understanding of the Libyan medical system, particularly in Benghazi, and with reference to services available at different types of facility and the referral system
