MSF Switzerland (MSFCH) is a humanitarian medical organization providing emergency medical aid to populations in need based in Dagahaley and Mombasa County.

Duration : 12 months fixed term contract (with 3 months’ probation period) renewable based on performance

The selected candidate will be reporting to the Mission Fin/HR Manager, MSF Dagahaley Project. This position is only open to Kenyan nationals.

Main purpose

Is responsible for the implementation of Human Resources policies in the project and the correct Administrative Management of all staff working in the project (national and incentive).

Accountabilities

• Advise Mission Fin/HR Manager on set up (org chart) and together with the deputy HR Coordinator/HRCO, update the project’s organizational chart and job descriptions

• Ensure hiring and carry out amendments and contract termination formalities for employees at project level according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.

• Assist the Mission Fin/HR Manager and/or team leaders and supervisors to draw up annual holiday planning and staff shifts to forecast HR needs and to ensure HR availability for the project activities.

• Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national employees of the project are correctly entered in Homere (days off, unpaid leave, sick leave, overtime, salary advance, etc.), to ensure on-time and accurate salary payments.

• Under supervision of the Mission Fin/HR Manager, ensure indexation process of national staff salary grids to ensure internal equity, cost-of-living adjustments, and the correct application of employment conditions in the project sites.

• Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, to improve staff capabilities, and their end results contribution to mission goals.

• In close collaboration with the Mission Fin/HR Manager and deputy HRCo/HRCo, looks for the best options to avoid and/or solve possible labour conflicts in the project.

• Ensure all staff members in the project (national, international, incentive, visitors, etc.) are properly briefed and/or inducted.

• Is responsible for all movements and/or accommodation of staff in the Project.

• Support Mission Fin/HR Manager in preparation of monthly HR reporting of the Project.

• Supervise and manage the HR assistants.

• Together with the Mission Fin/HR Manager and the supervisory team, follow up on disciplinary cases (preparing documents, organizing hearings, participating in deciding the final verdict, etc.)

• Participate in all project meetings such as Senior Management team meetings, advisory committee meetings, etc.

• Prepare reports and other indicated documents for organisational reporting.

Requirements

Education

  • Degree in management (HR, business) or administration

Experience

  • 3-5 years of working in human resources management.
  • Minimum of 3 years of experience with local administration, payroll, and staff management.
  • 2-3 years of experience in staff management and team management.
  • Experience of working with NGO is an advantage.

Languages

  • English and Kiswahili mandatory; Somali desirable.

Knowledge

  • Essential: Expert user of Microsoft Office, especially Microsoft Word and Microsoft Excel.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
