  1. Background:
    The Refugee Consortium of Kenya (RCK) is a non-governmental organization founded in 2000 in Kenya with a mission to protect and promote the wellbeing, voice and dignity of the displaced and host populations. The organization operates under five strategic pillars including the legal aid and governance; peace and social justice; women and girls’ empowerment; mental health and psychosocial support; and organizational development. RCK has invested in delivery pathways with wide-range strategic approaches including advocacy and thought leadership; innovation and learning; capacity building and support; partnerships and localization; and strategic communication to attain its overall goal. As RCK embarks on a journey of actualizing its 2023-2027 Strategic Plan, it purposes to remodel and re-energize the Haki Institute, a registered subsidiary organization that into an autonomous business/social enterprise.
  2. Purpose and objective(s) of the consultancy:

2.1 Purpose

Generally, the rationale behind the remodeling of Haki Institute is to transform it into a global social enterprise offering thought leadership, convener and support in the forced migration space in Kenya, the East and Horn of Africa region and beyond. Haki Institute will also operate as RCK’s income generating venture (IGV) that is autonomous to the mother organization. The business model should comprehensively combine systems, processes, instruments, partnerships and financing that effectively and efficiently will support sustainably the needs of RCK. The outcome will be to enable RCK to become more responsive and capable in delivering its core results against its Strategic Plan, 2023 -2027 without dependence on donor funding.

2.2 Specific Objectives

This ToR highlights some of the key aspects to be addressed by the selected consultancy firm as captured below.

  1. Conduct a rapid diagnostic to inform and formulate recommendations on how to remodel Haki Institute as per the above objective. This includes, but is not limited to analyzing successful models used by other organizations to set up IGVs; key informant interviews with RCK’s Senior Management Team (SMT), Directorate, and Board; and, consultations with other organizations in the forced migrants space, private sector and academia.
  2. Based on the findings of (i) above, propose to RCK, a maximum of two (2) models of an ideal revamped Haki Institute. These will be presented to RCK’s Senior Management Team (SMT), Directorate, and Board. The outcome of this will be the adoption of a business model deemed the most workable based on consultations with RCK.
  3. Accompaniment and support during the first year of project implementation – The consultant with take a leading role in the institutionalization of Haki Institute during its first year of operation.
    • Set up the requisite structures in collaboration with RCK’s Directorate and SMT.
    • Lead the implementation of programmes/activities as proposed by the consultancy. This will include, among others, the formation of strategic partnerships, proposal development, partner outreach and operationalization of Haki Institute.

3. Expected Outputs:

  • Rapid diagnostic report (with 2 proposed models)
    • Final model of Haki Institute
    • An operationalized Haki Institute

4. Methodology:

The consultant will be expected to propose a methodology to be applied in conducting the assignment.

5. Ethics:

If primary data collection with human subjects is proposed, please outline the process you will put in place to ensure this is collected in an ethical manner.

6. Key deliverables of consultant and timeframe:

The timeframe provided for the deliverables allows for quality assurance by the RCK. It is important to note that the timeframe is more of a guideline and, therefore, reasonable flexibility of the consultant will be allowed.

8.0 Qualifications and expertise

The qualified consultant(s) should exhibit the following-

  • An advanced degree in a business related discipline, preferably entrepreneurship, strategy or marketing;
  • A demonstrable experience in developing business models/social enterprises. Please provide at least 2 examples of similar assignments carried out by the consultant(s): client name, contacts, contract value, assignment and services provided. Additionally, include CVs of lead consultant and other participating consultant(s) with details of qualifications and experience in this and/or similar assignments;
  • A demonstrated experience in facilitating, coordinating and developing investment proposals to corporate non-profit;
  • Understanding/demonstrable experience in risk management, particularly in the humanitarian sector.

9.0 Other provisions:

9.1 Budget

The budget shall be discussed with the selected candidate.

9.2 Terms and Conditions

This work will be undertaken by an external consultancy firm. Proposals should include and adhere to the time frame set to complete the work and at a costed rate.

  • Financial proposal: providing cost estimates (costs per activity line, staff, and any logistics etc.) and technical consultancy fees. This should be presented in a PASSWORD protected EXCEL with formulas and an accompanying budget narrative that describes the main cost categories (maximum 2 pages).
