Education / academic background:
Bachelor degree in statistics, public health, epidemiology or other research related qualifications
Experience:
- 3-4 years experience in the humanitarian sector
- 3-4 years experience on similar positions
Specific skills:
- Experience in quantitative and qualitative data collection and analysis
- Knowledge of basic mapping software like Google Maps, Google Earth and GIS (desirable)
- Experience in team management
- Ability to conduct trainings and presentations
- Rigor and agility,autonomous, organized, ability to priorities and to work under pressure
Language:
- English ( written & spoken) – Mandatory
- Portuguese – Desired
- Spanish a plus if no Portuguese

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SOLIDARITES INTERNATIONAL first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities in Mueda. SI is today implementing activitiess in whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.
In 2024, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, and counts on 150 staffs and a budget of 10M euros thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, AERMC
General objective:
Within the Mozambique mission, Mueda base, and under the supervision of the Field Coordinator, the Mueda MEAL Manager ensures that the MEAL strategy of the mission is implemented by the MEAL Base staffs. He/she:
- Contributes to the centralization and harmonization of MEAL tools and processes on the base
- Provides a methodological support to base program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.
- In collaboration with the MEAL / Program / Technical Coordinator, looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…)
- To capacity build, coach and mentor the current MEAL Activity Manager in order to prepare him for a higher role in the MEAL unit
- Provides MEAL related trainings to program teams in the base
- Contributes to institutional knowledge building and improvement of MEAL methods and techniques
The main challenges:
Multiple grants ongoing and need to manage conflicting priorities to meet deadlines and assure timely expenditure of budgets: Ability to attract key positions due to the remoteness of the area and perceived poor security; Close collaboration with programs team.
Priorities for the 2/3 first months:
- Build the capacity of the MEAL Activity Manager for the potential re-nationalization of the MEAL Manager position
- Continue the monitoring and evaluation of SI activities
- Support in the development of the needs assessment and new area assessment process and data collection tools
- Work with the MEAL Coordinator on harmonization of MEAL processes
A salaried position:
According to experience, starting from EUR 2100 gross per month (Base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Living conditions in Mueda are exceptionally good given the remoteness of the location.
SI offer a delocalisation package for staff not originally from Mueda that includes relocation support and cover of travel expenditured periodically for breaks back home. Curfew as of 7:30 PM.
Security constraints
Context can change quickly, while at the time of writing the situation remains calm, a strong monitoring is important.
