Provision of secure online fundraising and project accountability platform services for community infrastructure projects in Somalia.

The USAID People-Centered Governance (PCG) Activity is supporting local governments in southern Somalia to improve their effectiveness and legitimacy. To accomplish this objective, the project implements activities aligned with two mutually interrelated and reinforcing immediate results, IR1) that District Councils (DCs) are fairer and more inclusive and IR2) that DCs improve their performance. PCG will engage at the Federal, State and local levels and will eventually work in several districts within the four (i.e.,Galmudug, Hirshabelle, Jubaland, and Southwest) federal member states (FMS) of Somalia. DAI, implementer of the USAID funded Somalia People-Centered Governance Activity (PCG Activity) is seeking proposals from qualified firms to provide secure online fundraising and project accountability
platform services for community infrastructure projects in Somalia outlined below.

People-Centered Governance Activity (PCG Activity) is seeking proposals from qualified firms to provide secure online fundraising and project accountability platform services for community infrastructure projects in Somalia. These services are required to support communities in their fundraising effort to their identified infrastructure priorities, provide real time online access to fundraised amounts and allocations to projects, and provide accountability reports as pertaining the respective projects. Detailed scope of services is outlined below:

Scope of Services

The selected service provider will be an online web-based platform that should be able to provide the following services:

  1. Fundraising: The platform should be able to create awareness of the community projects and provide an interface for funding contributions towards specific projects. The platform should have the capacity to securely link at the back end to the community managed bank accounts while providing an interface with contributors banking system and or electronic mobile banking. The platform should allow for both international and local funding contribution to the identified projects.
  2. Transparency and accountability: The platform should be able to maintain detailed records of all contributions, expenditures, and balances, which should be available for public scrutiny upon request and on a periodic frequency that will be agreed upon. All financial transactions should be transparent and easily accessible to the community through the online platform.
  3. Accessibility: The platform should provide multiple channels for contributions, including banking system, mobile money transfers (EVC, eDahab) and other channels available for contributors.
  4. Security: The platform should have robust security measures and controls to safeguard the contributed funds against unauthorized access, fraud, and misuse. There should be clear and stringent access control and authorization matrix in place.
  5. Regulatory Compliance: The platform should adhere to relevant legal and regulatory requirements governing financial transactions and charitable contributions in Somalia.
  6. Confidentiality and Anti-money laundering: Whilst ensuring access to information and transparency on funding contributions, the platform provider is expected to uphold highest standards of confidentiality as outlined in the law regarding personal information. The platform provider is expected to responsibly and reasonably undertake all the necessary anti-money laundering screening and checks, and confidently maintain any personal information retained for this purpose.

Technical Specifications

The service provider must meet the following requirements:
• Proven experience in providing online fundraising/crowdfunding platforms in Somalia.
• Ability to reach a diverse and wide audience.

ELIGIBILITY AND SUBMISSIONS

  1. Application Eligibility Requirement
    • Have the required documentation, including company profile, business licenses, and tax clearance
    certificates.
    • Relevant experience performing similar work and scope.
    • The applicant must have SAM.gov Unique Entity ID.
  2. Evaluation Criteria
    Proposals will be evaluated based on:

• Compliance with technical specifications.
• Proven experience in providing online fundraising/crowdfunding platforms in Somalia.
• Offeror’s documentation and credentials.
• Price.

Late offers will be rejected except under extraordinary circumstances at DAI’s discretion.
Offerors shall submit technical proposals electronically (via email) with RFP number and the title of the activity clearly stated in the subject line of the email to [email protected]. Offerors shall confirm in writing that the Offeror fully understands that their proposal must be valid for a period of valid for a period o60 calendar days from the date of submission. Offerors shall sign and date the Cost proposal, in lieu of a formal cover letter. Offerors shall complete cost proposal (budget): Value Added Tax (VAT) shall be included on a separate line where applicable. These services are eligible for VAT exemption under the
DAI prime contract.
