BACKGROUND:

The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to BHA enabling USAID humanitarian assistance and 24/7 response capability. There are 5 Tasks within the BHASC. Task 3 Field Program Support ensures that BHA’s constantly evolving field support requirements are met.

Global Emergency Group, Inc. (GEG) is the Task 3 Field Program Support lead for Team Credence and BHASC. Founded in 2007, GEG supports Team Credence on the BHASC through the provision of readiness and operational response support services to BHA as it responds to crises around the world and this includes Third-Party Monitoring. The GEG headquarters is near Winchester, Virginia with our global team based all over the world.

POSITION OVERVIEW

The Field Monitoring Specialist (FMS) will perform Third-Party Monitoring (TPM) on behalf of the Bureau for Humanitarian Assistance (BHA). The FMS will operate within Sudan, in mainly difficult-to-access areas. The FMS will assess the impact of Implementing Partner (IP) interventions funded by BHA in emergency settings. She will engage with key stakeholders, including implementing partners, community leadership, and beneficiaries, and report back on findings. These findings facilitate BHA’s ability to ensure IP compliance with award commitments, ensure that activities on the ground are implemented to governmental and industry standards, and adhere to Do No Harm protocols. The TPM mechanism will remain flexible for BHA program-related needs while adhering to Monitoring and Evaluation (M&E) and data management best practices. Additionally, the FMS will support technical and logistical aspects of site visit planning, emphasizing security.

POSITION REPORTING/COMMUNICATION LINES:

Under the supervision of the GEG Field Programs Director, the FMS will communicate directly with and take direction from the BHA response Focal Point and the identified BHA programming designate.

POSITION DESCRIPTION

The FMS will conduct field monitoring visits to areas where BHA is providing humanitarian assistance to partners. Each field visit will serve the objective of monitoring the activities of partners as well as assessing humanitarian needs in specified locations.

POSITION RESPONSIBILITIES

The FMS will be responsible for the following:

  1. ***Develop a Contextual Baseline and conduct context monitoring:***The FMS will develop an understanding of humanitarian developments within Sudan, while also maintaining knowledge of USAID/BHA’s humanitarian portfolio and field visit priorities. The FMS will stay abreast of new humanitarian developments throughout Sudan.
  2. Monitor Implementing Partner Humanitarian Programs: The FMS will maintain regular contact with USAID/BHA implementing partners. She will travel to partner implementation locations and utilize a mixed methods approach of tools pre-approved by BHA, verify project activities and document progress and challenges (including access issues) against approved project scopes. The FMS will report to USAID/BHA on partner progress and share beneficiary feedback.
  3. Reporting**:** The FMS will produce and present to USAID/BHA monitoring visit reports within the set timeframe (within seven (7) business days of the completion of the monitoring visit). Reports will align with templates agreed upon with BHA. Additional reporting for key indicators can occur on a regular basis based on BHA needs.
  4. Remote Monitoring: The FMS will perform remote monitoring in circumstances where a physical visit is not possible and with BHA approval.
  5. Ensure Robust Monitoring Standards: The FMS will use their experience and knowledge of monitoring standards while applying to tools jointly developed by Team Credence/GEG and BHA specific to the context. All data gathered by the FMS will protect the privacy of all stakeholders and will be encrypted. The data and reports will not be shared outside of the USAID/BHA program team.
  6. Adhere to Third Party Monitoring Principles: While monitoring activities, the FMS will apply the following good practices, protocols and standards:
    1. Ensure that the humanitarian principles of Humanity, Impartiality, Neutrality, and Independence are upheld
    2. Deliver objective, fact-based data collection and reporting reducing to the greatest extent possible bias or subjectivity
    3. Implement a “Do No Harm” approach to mitigate adverse impacts on vulnerable populations
    4. Safeguard confidentiality and ensure ethical representation in all interactions
    5. Must be familiar with and adhere to Sexual Exploitation and Abuse Reporting Protocols for site visits, ensuring all incidents of sexual exploitation and abuse (SEA) by aid workers during USAID-funded programs are documented, reported, and addressed following USAID’s Protection from Sexual Exploitation and Abuse (PSEA) Policy.
    6. Maintain a sensitivity towards inclusion in all aspects of the program observed including gender, age, disability status, language, social cohesion etc.

POSITION QUALIFICATIONS

Required

  • Strong understanding of humanitarian aid and at least three years’ experience implementing or monitoring humanitarian or development programs.
  • Experience of initiating projects in conflict areas with limited resources
  • Familiarity with Monitoring and Evaluation frameworks
  • Experience of working in conflict-affected zones
  • English proficiency AND Arabic Fluency.
  • Ability to travel at least 75% of the time within Sudan.
  • Leadership qualities

Desired

  • Experience working in Sudan, or the East Africa region
  • Experience in field monitoring
  • Familiarity with USAID monitoring practices and standards
