Purpose of consultancy:

To provide technical support to the ministry of health of Angola in the elaboration of a new national health information system strategic plan for 2024

2030 that will guarantee a strategic orientation contributing to strengthening of the national health system in the country.

Background

Following Health information system evaluation that was conducted in 2010 by WHO and other health partners, the National Health Information System Strategic Plan 2011

2015 was elaborated with the following four principal objectives: i. Achieve an effective and efficient national health information system aligned with international standards, with updated legislation and functioning based on the professionalism of health personnel, involvement of authorities, service users, and the public in general.

  1. Ensure integrated national health information that gathers information from different sources and subsystems and facilitates an informed decision-making process for policymakers, planners, health managers, clinicians, and health sector monitoring and evaluation.

iii. Ensure a coordinated national health information system with standardization of instruments and decentralization of reporting and data processing to the municipalities to improve the information’s completeness, timeliness, and reliability.

  1. Ensure availability, distribution, and use of resources with information on coverage and performance for more efficient and effective management of health services at all levels.

The most recent SCORE assessment for Angola published in March 2021 showed mixed results in coverage and functionality of National Health Information System. While 68% of health-related SDGs indicators are available for monitoring, 84.6% of regular and comprehensive population health surveys conducted between 2014 and 2018 met international standards. However, only 25% of children under five had complete birth registration. The causes of deaths with medical certificates reported by major hospitals by major diagnostic category (ICD-10/11) are unknown. as well. Given the current context of the health sector and the advancement of new technologies, the Ministry of Health of Angola aims at developing of the National Health Information System Strategic Plan 2024

2030 that will be a catalyst to the improvement of health information system and overall quality of health services in Angola.

Deliverables

  1. Actionable, costed health information system strategic plan(s) to address identified gaps, including assigning responsible parties and timelines for improvements developed.
  2. Health information system monitoring and evaluation framework developed.

iii. Health sector stakeholder’s consensus and engagement clearly reflected in the HIS strategic plan developed, including resources mobilization.

Qualifications

Educational Qualifications

Essential: First University degree in Health information systems, public health, Biostatistics, Statistics, Epidemiology, or related qualification.

Experience: Essential: At least 5 years’ practical experience in health information systems, particularly in the development of health information system strategic plan. Monitoring and evaluation, Health Informatics (including health information strategy and policy, database management and systems development).

Desirable: Experience in development of health sector or other health-specific program strategic plans.

Skills/Knowledge:

Essential: Proven skills in producing and using strategic health information, particularly in health data and statistics and data analysis, including health sector monitoring and evaluation.

Desirable: Experience in policy formulation and quality management, strategic and policy planning, and consultation facilitation.

Languages and level required

Essential: Expert knowledge of Portuguese

Desirable: Working knowledge of English or French

Travel

The consultant is expected to travel to different provinces as needs may arise.

Remuneration and budget (travel costs are excluded):

The consultant will be remunerated at NOC step 1 that is equivalent to the sum of Nine Thousand Two Hundred Twenty-Four Dollars (USD 9, 224) monthly payable in local currency converted at the United Nations exchange rate.
