Mission and objectives
The FAO subregional office for Eastern Africa (SFE) was officially established in February 2007 following the signing of a hosting agreement between the Government of the Federal Democratic Republic of Ethiopia and FAO on 31 January 2007. SFE covers nine countries namely Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan and Uganda. It is the FAO representation to the AU & UNECA and plays a liaison role to two Regional Economic Commissions (RECs) including the Eastern Africa Community (EAC) and the Intergovernmental Authority on Development (IGAD) and to a large number of important development partners based in Ethiopia and within the sub-region.
SFE is the FAO technical hub in Eastern Africa that is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub-regional food security, nutrition, agriculture and rural development priorities. The UN Volunteer will be assigned within the multidisciplinary team (MDT) of SFE, which is a core team of professional staff as well as several project-based consultants with multi-disciplinary expertise. The MDT is in charge of programming, project formulation, operations monitoring, information management related to regional projects. It also provides policy and technical backstopping to the FAO Representation in the nine countries, including on critical national issues pertaining to food and nutrition security. The MDT also represents FAO, upon instruction and guidance of the Subregional Coordinator, in various inter UN agency undertakings and task forces, as well as in regional discussions related to food and nutrition security, food systems, agriculture, among others.
Context
The Multidisciplinary team of the FAO Sub regional Office for Eastern Africa (FAO/SFE) pro-vides technical support services related to food security, nutrition, sustainable agriculture, and rural development to eight countries in the Eastern Africa sub region. The Sub regional Office also implements projects and programs and supports their effective implementation aligned with agreed strategies to tackle food security and nutrition related challenges. The office closely works with the African Union Commission (AUC), the United Nations Economic Commission for Africa (UNECA), Regional Economic Communities (RECs) like IGAD and East African Community (ECA), and numerous key development partners based in the sub-region.
The office also supports member states, AUC, and RECs and other strategic partners in agri-food system transformation, contributes to resilience building in the agriculture sector, enhances resource mobilization for the sector, and supports the formulations of development strategies, policies, programs and investment plans. In this context, FAO seeks to engage the services of a UN Volunteer who will play a critical role in supporting activities such as developing and maintaining effective partnerships, identifying resource mobilization opportunities, and providing technical support to the FAO’s ongoing programs in the sub region.
Task description
Under the direct supervision of the Sub regional Coordinator for Eastern Africa and direct supervision of the Senior Officer (Program and Partnerships) and in collaboration with relevant technical officers in SFE and country offices, the UN Volunteer will undertake the following tasks:
- Support in building and maintaining strong relations with diverse group of partners including UN agencies, Regional Organizations, governments, development
partners, civil society organizations, and the private sector and facilitate partnerships to up-scale results in line with the FAO Strategic Framework.
- Support the implementation and monitoring of partnership projects and activities, ensuring quality and timely delivery of reports and project outputs.
- Support the preparations of bankable Concept notes and the identification of opportunities for resource mobilization in the sub region.
- Assist the implementation and monitoring of partnership projects by ensuring the quality and timely delivery of outputs and achievement of outcomes.
- Assist in the rollout, technical backstopping, and reporting of the Hand-in-Hand Initiatives
- Assist in the identification of bottlenecks and the preparation of investment profiles of countries in the sub region.
- Assist in the preparation of reports on the status of partnership and resource mobilization efforts in the sub region.
- Support the UN multiagency Task Force for the preparation of 11th session of the ARFSD conference organized jointly by the United Nations Economic Commission
of Africa (ECA) and United nation entities.
- Ensure compliance with FAO policies, regulations, and procedures and foster a collaborative work environment and build trust with SFE colleagues and partners,

- Assist the arrangement of logistics and the preparation of reports for events/workshops ensuring their efficient execution.
- Undertake any other tasks assigned as required.

- The preparations of timely and high-quality bankable proposals contributed, and opportunities identified for resource mobilization in a timely manner.
- Draft reports prepared on the progress of the timely implementation and monitoring of partnership projects.
- Efficient and timely technical backstopping provided to countries in the sub region with respect to the Hand-in-Hand initiatives to ensure their high-quality and timely
delivery.

This assignment is funded by the Government of the Russian Federation, therefore specific criteria apply:
- Applicants must be Russian nationals with a permanent residency in the Russian Federation. Dual nationals are not eligible.
- Applicants must be at least 27 years old at the time of application.
- Applicants must have completed at least one Master degree or equivalent in a higher state educational institution of the Russian Federation and provide three professional references with at least one from a Russian resident.

SELECTION
- The Government of the Russian Federation will review the profiles of the shortlisted candidates for final approval.
