Overview:
IBTCI is seeking a qualified Local Economic Expert for the anticipated USAID/Guinea Economic Resilience Assessment for Conflict Prevention and Stability Promotion in Guinea. The selected candidate will contribute to a comprehensive assessment focusing on identifying economic risk factors contributing to social unrest, radicalization, and violent extremism and proposing strategies to promote stability and economic empowerment in the Kankan and N’Zerekore regions of Guinea. The ideal candidate should possess strong experience in conducting economic assessments in Guinea, with extensive knowledge of the local economic landscape, languages, and cultural context. This position requires active participation and input throughout the assessment process.
The period of engagement spans three months, commencing in October 2024 and concluding in January 2025, and is contingent upon receiving the USAID award.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Conduct field research and data collection to identify economic risk factors contributing to social unrest, radicalization, and violent extremism in the Kankan and N’Zerekore regions.
- Provide local expertise on the economic, social, and cultural dynamics of Guinea, including insights into key industries, employment trends, income levels, and value chains.
- Engage with local stakeholders, including government agencies, community organizations, businesses, and marginalized populations, to gather information and perspectives on economic opportunities and challenges.
- Analyze disparities in wealth distribution, access to resources, and economic opportunities within and between regions.
- Evaluate the impact of economic challenges on youth, women, and vulnerable populations, and explore interventions that could mitigate these challenges.
- Contribute to identifying actionable strategies and interventions to mitigate economic challenges, promote stability, and empower vulnerable populations.
- Support the assessment team in translating data, reports, and interviews conducted in French and local languages to ensure comprehensive analysis.
- Collaborate closely with the Team Leader and other subject matter experts to integrate findings into the final assessment report.
- Participate in stakeholder consultations and provide feedback on proposed interventions, ensuring they are culturally relevant, conflict-sensitive, and sustainable.
- Engage in meetings with relevant USAID staff to discuss the assignment and present findings, providing regular updates on the assessment’s progress.
- Ensure all tasks are executed to the highest professional standards, meeting both USAID and IBTCI requirements.
- Guarantee the delivery of high-quality deliverables within set deadlines.
- Maintain effective communication with the assessment team and relevant stakeholders.
- Ensure conflict sensitivity principles and research ethics are integrated into all stages of the assessment.
- Ensure compliance with all USAID, IBTCI, and program-specific policies and regulations.
- Will be required to be in-country to perform the essentials duties of this position.
- Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25% travel for project implementation and/or project management duties.

Qualifications
Minimum Requirements:
- At least 5 years of experience conducting economic assessments or related work in Guinea.
- Demonstrated knowledge of local economic structures, labor market dynamics, and key industries (e.g., mining, agriculture, fisheries).
- Proven ability to work collaboratively with multidisciplinary teams and contribute to high-quality deliverables.
- Experience with USAID-funded projects or similar international development initiatives is an advantage.
- Ability to travel to Kankan and N’Zerekore regions of Guinea for data collection in the field.
- Fluency in spoken and written English and French.
Education: Bachelor’s degree (Master’s preferred) in Economics, Development Studies, Business Administration, International Development, or a related field.
Preferred Knowledge, Skills and Abilities:
- Strong understanding of Guinea’s economic landscape, including key industries, labor market trends, and socio-economic challenges.
- Experience conducting economic assessments, field research, and data analysis in Guinea.
- Proficiency in at least one local language spoken in the Kankan and N’Zerekore regions.
- Excellent communication skills, with the ability to engage effectively with diverse local stakeholders.
- Strong analytical and report-writing skills, with an emphasis on translating local insights into actionable recommendations.
- Experience with USAID-funded projects and assessments is highly desirable.
- Strong time-management, multi-tasking, and organizational skills.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not supervisory responsibilities.
Travel: This position requires travel around Guinea for field research.
