MSH is seeking a County Public Financial Management (PFM) Officer for a 5-year $25 million health systems strengthening (HSS) project in Liberia. The purpose of the USAID-funded Liberia Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable implementation of health financing mechanisms; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.

OVERALL RESPONSIBILITIES:
The County PFM Officer is accountable for project results, activity implementation, deliverables and reporting on project activities related to strengthening county public financial management for health in their assigned county. They will provide technical support, coaching and mentoring, and monitoring of CHT compliance with the MOH’s Financial Management Manual,
Risk Mitigation Plan, and responding to audit report findings and recommendations.
SPECIFIC RESPONSIBILITIES:
- Support the Government of Liberia’s (GOL) efforts to strengthen PFM at the subnational level, including implementation of the MOH’s Financial Management Manual, Risk Mitigation Plan, and responding to audit report findings and recommendations.
- Lead or support analytical work and analysis in areas potentially including the GOL’s annual budget and budget expenditure/execution analysis for their county to inform budget advocacy by the CHT and civil society to the legislative and executive branches of the GOL.
- Implement project PFM-related activities, performance monitoring plan, and annual work plans related to PFM activities in their county.
- Ensure technical excellence within budget and on-time delivery of activities related to PFM in their county.
- Collaborate with the Senior Advisor for PFM to ensure PFM activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance.
- Participate in technical forums, technical working groups (TWGs), and other meetings with GOL and other counterparts and stakeholders as appropriate.
- Coordinate and collaborate with other county level LHS project PFM Officers and the Senior Advisor for PFM to implement an effective performance-monitoring program of their work including regular check-ins to identify common challenges and solutions to improve project performance. eZYnT44 BVUcJh
- Continually scan the project environment and ensure effective dialogue and relationships with the CHT and other local and international stakeholders in the county.
- Provide clear and timely responses to PFM-related inquiries or concerns that are received by the project in relation to their county, in consultation with the Senior Advisor for PFM as appropriate.
- Ensure effective project collaboration, coordination and internal working relationships with other project staff to build synergies across project areas for maximum impact.
QUALIFICATIONS
- An accounting degree and at least six (6) years of related experience, additional experience strongly preferred.
- At least five (5) years of experience providing technical leadership and/or support for GOL PFM related activities in Liberia.
- Ability to provide technical leadership and support, capacity building and technical assistance on the implementation of PFM and
- risk mitigation activities.
- Demonstrated ability to build and maintain relationships with counterparts, particularly interacting productively and professionally.
- Ability to align with a technical team of PFM advisors to implement common/shared activities and achieve shared expected results.
- Strong written and oral communication skills in English.
