About the Position

In Namibia, the Voluntary Medical Male Circumcision (VMMC) program has been implemented since 2010 with the support from different stakeholders primarily PEPFAR and Global Fund. The overall technical approach for VMMC is rooted in the combination of prevention and Human-Centered Design (HCD) of change on HIV-related behavior and outcomes. The MHSS has prioritized VMMC scale-up as a cost-effective intervention for HIV prevention with the aim of achieving the National VMMC Program’s goal of reaching 90% of men 15 – 29 years old with circumcision by 2028. The VMMC services are provided at public health facilities and at selected contracted private health facilities.

The consultant will report to USAID’s HIV prevention biomedical advisor. The consultant will support the entire pre-solicitation process and meaningful engagement of host government and stakeholders in developing the new VMMC activities in Namibia. The consultant will provide support to the VMMC program – especially as it pertains to coordination and synergistic planning between the Adolescent Girls and Young Women (AGYW), Orphans and Vulnerable Children (OVC), and Key Population activities; continue support to finalize the solicitation process (as needed); liaise with the Ministry of Health and Social Services Directorate of Primary Health Care and/or Special Programs to assure inclusion of USAID’s VMMC portfolio with the National Strategic Framework (NSF); and other duties as assigned to assure the pre-solicitation process is smooth and completed on time.

This is a six-month consultancy located at the USAID Namibia Mission.

Responsibilities

  • In collaboration with USAID, Government of the Republic of Namibia (GRN), and other stakeholders conduct VMMC program review.
  • Support a new VMMC design program description development to sustain the program over the first few years with a shift to transition to GRN over the life of the project (to align with PEPFAR sustainability goals).
  • Program design should be inclusive of a comprehensive men’s health package, aligned with PEPFAR guidance.
  • In consultation with the activity design team, develop pre-solicitation documents including but not limited to Activity Design memos, presentation to USAID/Namibia’s Country Representative and USAID/Southern Africa Mission leadership, Activity Checklist, PALT, program description, selection instrument, cost share memo, ABE, etc.
  • Support the mission to propose annual targets and projected budget COP25 and beyond for the new VMMC program.
  • Under the leadership of Activity design team leader and OAA, manage the entire pre-solicitation process.
  • Map activities and resources for national VMMC program and ensure coordination of the USAID’s resources with other stakeholders avoiding duplication. eaLzI8o BVUcJh
  • Liaise/support Ministry of Health and Social Services (MHSS) Directorate of Primary Health Care and/or Special Programs in the National Strategic Framework (NSF) review, development and implementation with a focus and inclusion of USAID’s VMMC portfolio.
  • Other duties as assigned.

Qualifications

  • Master’s degree in public health, social/behavior science, or a related field.
  • A minimum of 10 years of experience working with international HIV programs including those focused on combination HIV prevention, men and/or VMMC programming.
  • A minimum of 15 years of experience working with USG agencies (preferably USAID), host county governments, implementing partners, community-based organizations, and/or other bilateral donors internationally.
  • Understanding of USAID procurement process and requirements as related to PEPFAR programming is preferred.
  • Strong management, coordination, and analytical skills.
  • Excellent presentation skills: strong ability to identify and present compelling project data.
  • Excellent time-management and interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders
  • Easily adaptable to take on new tasks and work in a team environment.
