Position Summary:

The five-year Reach Namibia activity was awarded on July 31, 2023, and is being implemented by Project HOPE Namibia (PHN) alongside its sub partners, Project HOPE, Namibia University of Science and Technology, IntraHealth Namibia and Regain Trust, in the Khomas, Ohangwena, Omusati, Oshana, Oshikoto, and Zambezi regions. The activity is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) and aims to avert new HIV infections for children and youth and improve treatment outcomes for HIV positive children and adolescents. The target populations include vulnerable children with known risks; girls and boys aged 10-14 years in high prevalence areas; adolescent girls and young women (AGYW) 10-24 years old at risk of HIV and violence; adolescent boys and young men (ABYM); and caregivers. Reach Namibia is an integrated OVC (Orphan and Vulnerable Children) and DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored, and Safe) programming.

Project HOPE provides technical assistance to build the capacity of the PHN led Reach Namibia consortium members with a focus on the design and implementation of innovative, cost efficient and evidence-based implementation approaches that are context specific and sustainable.

Economic disparity is an ongoing and complex driver of HIV. Hence, Reach Namibia prioritized economic strengthening (ES) as one of the core packages of interventions with the goal of decreasing vulnerability of adolescent girls and young women (AGYW) to HIV and increasing caregivers’ ability to meet important family needs. The DREAMS component of Reach Namibia implements an evidence-based ES approach whereby AGYW receive financial literacy education; skills training to support the development of life skills and job readiness; vocational training; workplace focused social asset training; linkage to mentored internships/entrepreneurship/employment; and support in youth saving groups. Skills development and training are guided by Labour market Assessment (LMA). Hence, Project HOPE is looking for a qualified advisor to provided strategic direction and technical assistance as well as capacity building on comprehensive package of Economic Strengthening interventions with a focus on Private Sector Engagement (PSE).

Responsibilities Include:

Technical Leadership:

  • Provide technical leadership and strategic direction for the economic strengthening components of the project, ensuring the integration, quality, and sustainability of interventions.
  • Review the Reach Namibia ES approach by target population and make recommendations.
  • Develop Private Sector Engagement (PSE) using labor market assessment and consultation with private sector and other key stakeholders.
  • Develop Reach Namibia ES surge plan and oversee implementation to link AGYW to vocational training.
  • Collaborate closely with other team members on the PHUS team and with PHN units to ensure harmonization of the project’s ES approaches across technical and geographic areas.
  • Review Reach Namibia M&E tools and provide input on ES sections and approaches in collaboration with Reach Namibia staff.
  • Other responsibilities as assigned.

Staff Training & Capacity Building:

  • Train and mentor Reach Namibia staff on the PSE strategy. eZfMDrL BVUcJh
  • Provide technical leadership to enhance local capacity for implementation of ES interventions
  • Support efforts to build capacity at individual and district levels.
  • Other responsibilities as assigned.

Requirements: Experience and Qualifications:

  • Master’s degree in economics or business administration or related fields with emphasis on Entrepreneurship, business development or a related field. PhD is preferred.
  • Proven experience in private sector engagement and partnership development.
  • Practical experience in entrepreneurship and value chain addition.
  • Strong knowledge of financial literacy, entrepreneurship, and livelihood development.
  • Experience in economic strengthening programs, preferably in the context of youth and adolescent development.
  • Excellent communication, interpersonal, and leadership skills.
  • Ability to work effectively in a multicultural and multidisciplinary team.
