Context:

Under the overall supervision of the Head of Programmes, the direct supervision of the Data and Research Unit Coordinator (Displacement Tracking Matrix (DTM)), in collaboration with the Head of Sub-Office/Senior Emergency Coordinator in Farchana and in close coordination with the DTM Regional Office for West and Central Africa, as well as the DTM team in Headquarters, the DTM Operations and IM Officer will be responsible and accountable for supervising assigned aspects of implementation, information management and reporting of the IOM DTM programme and related IOM activities in relation to cross border mobility, displacement monitoring for the Sudan Response in the East of Chad.

Core Functions / Responsibilities:

  1. Supervise and coordinate the implementation of the Displacement Tracking Matrix (DTM) activities such as Registration, Mobility Tracking, Future Intention Surveys and other activities where relevant.
  2. Contribute to improving DTM Chad data collection, tools procedures and formats and their standardization. Follow-up with different stakeholders to facilitate data exchange, as required.
  3. Supervise DTM staff and maintain the Chad Sudan Response DTM data management system including updating, cleaning and compiling registration data, regular household level data collection and any other tools to better track mobility dynamics related to the Sudan conflict impact on Chad.
  4. Provide trainings and workshops to DTM staff, enumerators and external partners where needed, including sessions on DTM methodologies and assessment tools, data processing protocols, data protection principles, definitions, etc.
  5. Coordinate the production and review of DTM information products which include Situation Reports, datasets, maps, profiles, dashboards, reports, etc. related to the Chad Sudan Response to facilitate the timely and accurate dissemination of information to partners.
  6. Coordinate the production of visuals for information products, that include Graphic Information System (GIS) products, and ensure that the product is validated through established quality assurance process with existing datasets.
  7. In close collaboration with the Data and Research Unit Coordinator, develop, implement, and maintain DTM Chad knowledge management repositories aimed at supporting project implementation.
  8. In close coordination with the Data and Research Unit Coordinator, liaise with relevant authorities, UN agencies, NGOs, think tanks, implementing partners, and other stakeholders on issues relevant to DTM, to facilitate access to timely and accurate data. Participate in relevant meetings where assigned.
  9. Actively contribute and effectively liaise with relevant Information Management working group and other Sudan Response coordination meetings to help strengthen and expand DTM’s and IOM presence related to data management policy-oriented research.
  10. Facilitate the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all DTM data management, sharing and dissemination activities.
  11. Facilitate the integration of gender perspectives and attention to specific women/girls and children’s rights issues (vulnerable groups) within all DTM activities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Science, Engineering, Mathematics/Statistics, Data Visualization, Economics, or a related field from an accredited academic institution with a minimum of two years of relevant professional experience; or,
  • University degree in the above-mentioned fields with four years of relevant professional experience.

Experience

  • Experience implementing data collection activities, namely registration, in a hardship duty station or in an emergency response is a distinct advantage;
  • Experience in Information Management, management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products, previous experience with DTM is an advantage;
  • Experience working with the cluster system is an advantage;
  • Experience working in similar field with UN or International Organization, especially in area of human mobility is an advantage;
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis; and,
  • Practical experience of how-to multi-task, prioritize and work independently.

Skills

  • Knowledge of mobile data collection, Kobo Toolbox data structure;
  • Proficiency in Microsoft Office packages;
  • Ability to use data analysis software including Excel, R or SQL;
  • Proficiency in publishing software like InDesign, Adobe InDesign, Microsoft Publisher, and others;
  • Ability to use graphic design software like Adobe Illustrator, Photoshop, and others;
  • Ability to lead and communicate effectively;
  • The ability to use data visualization software like Power BI, Tableau and others is an advantage;
  • Ability and willingness to work in difficult areas/situations, previous experience in the Lake Chad region is an advantage; and,
  • Completed data protection principles training.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
