The IRC has been operational in South Sudan since 1989, and currently has programming in Northern Bahr El Ghazal, Lakes, Unity, Upper Nile, Eastern Equatoria and the Central Equatoria States. The IRC has been selected by the Ministry of Finance and Planning of the Republic of South Sudan to implement emergency flood response activities in selected counties in Norther Bahr el Ghazal State for a period of 2 years, as part of the World Bank funded project, Enhancing Community Resilience and Local Governance Project Phase II (ECRP II).

Position Summary:

The IRC is seeking an Infrastructure Technical Lead to provide technical expertise and support in the planning, coordination, implementation, and monitoring of infrastructure projects. The Technical Lead will be responsible for ensuring the successful delivery of infrastructure projects, adhering to quality standards, timelines, and budgetary constraints. The scope of the assignment includes collaborating with internal and external stakeholders, managing project operations, engaging with stakeholders, managing finances, preparing reports, and working in complex environments with limited resources. The position is based in Aweil with frequent travel to project sites

Job Responsibilities

The Infrastructure Technical Lead will undertake following tasks/duties in geographically determined area of responsibility:

1. Technical Design and Procurement Support

• Prepare the concept design report and support the Project Manager with the management of the concept design review process.

• Submit reports for all planned infrastructure -activities including conceptual designs, specifications, standards, budget estimates, timeframes and strategies for implementation;

• For all infrastructure activities approved to proceed, prepare Final Design documentation, including: Scope of Works (SoW), site information, budget, specifications, schedules, Bill of Quantities (BoQ), calculations and construction drawings;

• Submit requisition – and coordinate with the Procurement Team to complete the procurement process, including: development of relevant tender documents, evaluation of tenders and issuing of works contracts;

2. Construction Works Supervision

• Provide expert advice to the Project Managers and teams on all engineering issues for assigned works.

• Contribute to development, implementation, monitoring and updating of the Project plans and strategies to ensure delivery according to the scope of work, within budget, and on time.

• Provide regular reports and inputs to periodic and final reports to inform donors and the key stakeholders on Project progress.

• Manage contractors and contract execution to ensure delivery, according to the scope of work, within budget, on time, and in compliance

• Formulate and/or check and revise TORs, SOWs and all technical documents/designs in line with national legal frameworks and World Bank norms and standards.

• Ensure that documentation on site is maintained in compliance to operating procedure for planning and construction (daily logs, quantity books, approvals, act of appointments, tests, attest documentation).

• Maintain relationships with construction supervisors, contractors, designers and local authorities.

• Ensure Health and Safety procedures are enforced on the site; escalate any violations immediately

3. Quality Assurance

• Implement quality control (QC) procedures, to ensure all infrastructure activities are correctly initiated, managed, monitored, reported and closed in accordance with World Bank policies and procedures.

• Supervise the quality of the construction materials and documentation

• Verify and contribute to technical specifications of products, apparatus, services and associated quality material

• Ensure the contractor provides a method statement for works prior to commencement and performs the mandatory quality checks.

• During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and are covered by the defect notification period.

4. Monitoring and Progress Controls

• Conduct Infrastructure needs assessments for reconstruction and provide comprehensive reports.

• Review and contribute to the Contractor’s Quality Health and Safety, Social and Environment plans and ensure compliance.

• Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices

• Hold site coordination meetings with contractors, technical supervisors and other stakeholders and provide meeting minutes for construction-related meetings.

• Provide Site Visit Reports on Project related activities, specifying work progress and arising issues

• Contribute to development, implementation, monitoring and updating of the Project plans and strategies to ensure delivery according to the scope of work, within budget, on time.

• Liaise with government agencies, partners, and other stakeholders to facilitate collaboration and ensure project objectives are met.

5. Knowledge Building and Knowledge Sharing:

• Assist with capacity building and training in sound engineering practices for national and local government personnel;

• Ensure lessons learned and challenges are documented throughout the project stages and shared with the Project Manager;

• Ensure final and handover reports of high quality are completed on time;

• Update and maintain project documentation and filing systems;

• Participate in meetings, workshops, and consultations to gather feedback, address concerns, and foster positive relationships.

• Performs any other related duties as assigned.

6. Impacts and Results

• Oversee assigned civil works / infrastructure projects and ensure they are implemented following the timeline, budget, in line with national construction legislation and World Bank norms and standards.

• Strong technical contribution the development of individual projects.

• Ensure reports from meetings and site visits are available within 2 working days.

• Provide photo documentation illustrating the infrastructure activities on-site

• Timely, accurate and worthy contribution to all standard project reporting

Requirements:

• Master’s Degree in engineering, preferably Civil or Construction Management

• Certification in PRINCE2 or other Project Management Discipline, desirable.

• Certification and use of design, drafting and planning software, desirable.

• Minimum 8 years of relevant experience working in the engineering and construction industry involving design, construction contracts administration and/or construction supervision of water structures, buildings and health facilities is required.

• Experience in managing contraction activities is required

• Experience in Infrastructure Engineering Design is an asset

• Experience in the use of engineering software including AutoCAD, SolidWorks, Civil3D,

• Previous professional experience in South Sudan is required, and in particular NBeG and / or Warrap States are an added advantage

• English communications (spoken and written) skills are required. Local languages (Arabic, Dinka, and Nuer) will be an added advantage.

The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
