Project Overview

The USAID Africa Trade and Investment (ATI) Activity is designed to bolster the U.S. Government’s ability to boost trade and investment to, from, and within the African continent. The continent-wide program is USAID’s flagship effort in support of the Prosper Africa initiative and will expand and accelerate two-way trade and investment between African nations and the United States.

Driven by market demand, ATI embraces innovative approaches to achieve its goals. ATI is designed as a small, core set of centrally coordinated technical and institutional support activities, and a large, flexible performance-based subcontracting and grants under contract facility designed to support the needs and opportunities that USAID Missions and the private sector identify.

Position Description

The Logistics Officer will provide logistical and operational support to the ATI team. This role will be performed with meaningful support and oversight from the Senior Logistics Coordinator in collaboration with the Senior Partner Manager based in Nairobi. The position will be based in Accra, Ghana.

Key Duties and Responsibilities

Logistics

  • Provide logistics services related to travel itineraries including flights, accommodation, catering, and car rental services and making timely and necessary booking updates to accommodate changes (s) to travel itineraries.
  • Issue out Request for Quotations (RFQs) for procurement of goods and services for the ATI team.
  • Prepare and submit operational procurement requisitions when applicable for approval via TAMIS
  • Prepare contracts with vendors and monitor contracts after award,
  • Maintain a systematic filing system of electronic copies of all procurements and ensuring that all documents are kept current and complete
  • Organize tender committees for operational procurement needs
  • Generate purchase orders for awarded offerors and send them for signature.
  • Responsible for checking procurement and logistics deliverables and support the payment process in collaboration with Finance and Operations Coordinator, Senior Logistics Coordinator, logistics, procurement, administration, and finance teams
  • Update vendor database on a regular basis and as needed
  • Verify deliveries are complete and done in a timely manner
  • Perform vendor checks for exclusion
  • Provide onsite assistance during events as required
  • Participate in vendor evaluation process and provide support to the procurement committee members.
  • Review procurement documents in TAMIS as well as hard copy files to ensure all backup documents are included in compliance with the project Field Operations Manual, and revise/correct as required.
  • Inventory management and documentation.
  • Review Procurement documents in SharePoint drive to ensure all relevant documents are present
  • Maintain principled relationships with suppliers and local vendors
  • Ensure complete backup documentation for procurement purchases. Perform regular audit spot checks
  • Provide support in organizing training, workshops, and project events

Qualifications

  • Bachelor’s degree and 6+ years of experience in supply chain management or procurement
  • Experience supporting procurement & acquisition aspects of USAID-funded projects
  • Working knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • Demonstrated ability to work in dynamic environments and achieve development outcomes
  • Strong communications skills
  • Demonstrated strong problem-solving skills as well as exceptional customer relations (both internally & externally); provides sound business judgment and contractual oversight.
  • An extremely well-organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Excellent writing, speaking, and reading skills in English.

Reporting/Supervisor

The Logistics Officer reports to the Senior Logistics Coordinator or designee.
