Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disaster. With more than 2 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced.
Increasingly, opportunities arise to support for durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, Danwadaag partners are building momentum towards durable solutions.
As the lead agency for the Danwadaag Durable Solutions Consortium, IOM is seeking to build a strong Consortium Management Unit to ensure maximum impact of the collective’s efforts, ensuring: efficient delivery of program activities, alignment with other durable solutions initiatives, acute sensitivities to local dynamics, support to government structures with the displaced affected communities at the center of our efforts.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Manager/Chief of Party for Danwadaag, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible and accountable for coordinating and implementing monitoring and reporting activities of the Durable Solutions Consortium. The role of the MEAL Officer is to provide technical support and assistance for the establishment and continuous implementation of systems that promote evidence-based decision-making, programme and project performance tracking, and internal management.
Core Functions / Responsibilities:
Monitoring, Evaluation and Learning
- In close coordination with the Durable Solutions Consortium Coordinator, provide technical support and contribute to the implementation of the Consortium’s MEAL activities including coordination with partner Monitoring and Evaluation (M&E) Officers, donor counterpart liaison, liaison with third party monitor for donors and other relevant stakeholders.
- Contribute to the development and maintenance of the Results Monitoring Framework including proactive monitoring of outcome and output indicators, in line with theory of change, in close coordination with implementing partners and the relevant donors.
- Contribute to the development of and implement an M&E system to facilitate standardized and regular monitoring.
- Contribute to building the capacity development of staff and Implementing Partners (IPs) on M&E including providing technical inputs to support the development of training material in line with IOM institutional guidance such as the IOM M&E Guidelines and the IOM M&E e-learning course, through training, technical guidance and sharing of information.
- Coordinate with respective Regional M&E Officer and HeadQuarters (HQ) to facilitate compliance with IOM institutional M&E standards and guidance.
- Encourage the standardization of MEAL processes and compliance with IOM institutional guidance on M&E throughout the Consortium including the consistent use of SOPs (Standard Operating Procedures), and other guidance documents, facilitating coherence and quality of information collected against planned results and activities.
- Coordinate the implementation of annual surveys and other ad hoc monitoring surveys (livelihoods, local (re)integration assessment, governance interviews) including participating in the development of tools and Terms of Reference (ToRs) of surveys, supporting the roll out of mobile phone data collection by training field staff, providing technical support, as well as conducting preliminary data analysis and drafting M&E reports when needed.
- Provide technical M&E support to the Consortium members, when needed.
- Supervise the monitoring of relevant cross-cutting themes specifically Accountability to Affected Population (AAP).
- Contribute to the development of a user friendly and community participative data platform for Danwadaag in close partnership with Information Technology (IT) Consultants, when required and check its linkage with IOM’s institutional Evaluation and Monitoring Portal, where relevant.
- Contribute to the implementation of an Accountability Framework with a Complaints Response and Feedback Mechanism (CRFM) to support timely decision making and improvements to programming.
- Conduct periodic field monitoring visits, check adherence to agreed M&E standards and norms, identify bottlenecks impeding project delivery and gather feedback about Danwadaag’s work.
- In close collaboration with the Durable Solutions Consortium Coordinator, coordinate the preparation and of donor reports, including review and collation of partner report inputs.
- Review and analyze monitoring, narrative and financial reports produced by partners and IP for compliance and to identify the causes of potential bottlenecks in project implementation.
- Assist the Durable Solutions Consortium Coordinator with partner implementation agreements and assessments as needed.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation;
- Experience in capacity-building activities, including design and delivery of trainings;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skills
- Extensive writing and research skills;
- Familiarity with financial and business administration;
- Good communication and analytical skills;
- Good knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Knowledge of UN and bilateral donor programming and institutional requirements;
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;
- Proven interpersonal and teamwork skills; and,
- Sound and proven understanding of internal and international migration issues in the country and in the region.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Somali and another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
