About the Job

The Communication Officer contributes to planning, design and implementation of communication projects and activities. Additionally supports in raising awareness of the ICRC, the Red Cross and Red Crescent Movement and International Humanitarian Law (IHL) towards all ICRC’s target populations.

The Communication Officer represents the ICRC externally and contributes to building the necessary understanding, acceptance, and support of the ICRC among key stakeholders in Somalia.

This is a national/resident position based in Baidoa, Somalia.

Duties and Responsibilities

  • Supports in defining communication and prevention objectives, strategies and action plans in line with the priorities in the Area of Responsibility.
  • Develops communication materials and tools for public and operational communication, community engagement and the promotion of international humanitarian law (IHL).
  • Organizes and conducts field trips, briefings, dissemination sessions, workshops, seminars and public relations events.
  • Represents the ICRC to various audiences, maintains contact and communicates with different interlocutors within the region.
  • Works closely with journalist and organizes press briefings when need be.
  • Contributes to information analysis/environmental scanning and media monitoring.
  • Supports the Somali Red Crescent Society (SRCS) in communication activities.
  • Distributes communication materials to interlocutors and target populations as required.
  • Supports communication related training and coaching for staff of field structures and other departments.
  • Interprets and translates documents from English/Somali to Somali /English in support of communication programs.

Minimum qualifications and required competencies

  • Bachelor`s degree or equivalent in a relevant field such as Communication, Media, Journalism, or International Relations.
  • 3 years’ work experience in public communication and/or field operational communication.
  • Sound knowledge of the political, social and media environment of the region.
  • Excellent communication, presentation, interpersonal and organizational skills.
  • Excellent command of Somali and English language; knowledge of Maay Maay is an asset.
  • Computer proficiency in MS Office and familiarity with digital communication tools.
  • Ability and willingness to travel across Somalia, in particular within South West State.

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate. State parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Such victims include war wounded, prisoners, refugees, civilians, and other non-combatants.
