About the Role: The Grants and Monitoring & Evaluation (M&E) Lead plays a critical role in managing grants and ensuring effective monitoring and evaluation of projects. This position oversees the entire grant lifecycle, from proposal development to compliance and reporting, while also leading the development of M&E frameworks to track project performance. The Lead works closely with the senior leadership, operations, project, and finance teams to ensure that all grant activities are aligned with donor requirements and internal processes. The role combines grants management (50%) with M&E responsibilities (40%) and compliance (10%), ensuring successful grant implementation and data-driven project improvements.

Duties & Responsibilities:

1. Grants Management & Reporting (50%)

  • Lead the proposal development process, coordinating with operations, projects, and finance teams to ensure high-quality submissions that meet donor guidelines.
  • Research and identify potential funding opportunities from institutional funders, foundations, and private donors relevant to the water sector.
  • Develop compelling grant proposals, including narratives, budgets, and supporting documents, tailored to meet the specific requirements of each funding source.
  • Supports in the supervision of the full lifecycle of grants, including tracking deadlines, ensuring compliance, and overseeing grant opening, review, and closeout meetings.
  • Develop and maintain sub-grant agreements, ensuring timely modifications and amendments as needed.
  • Ensure accurate and timely reporting of grant activities, including financial and programmatic updates and lessons learned for future submissions, and maintain an internal grant tracking system.
  • Collaborate with stakeholders to ensure donor compliance, supporting budget reviews and managing corrective actions when necessary.
  • Maintain a database of grant opportunities, submissions, and outcomes to ensure efficient and strategic fund development.

2. Monitoring & Evaluation (40%)

  • Develop and implement M&E frameworks and systems to assess and track the performance and impact of water projects.
  • Develop key performance indicators (KPIs) and metrics to measure project outcomes, effectiveness, and sustainability.
  • Collect, analyze, and interpret quantitative and qualitative data to monitor project progress against set objectives.
  • Lead needs assessments for current and future projects, ensuring proper tracking of indicators and alignment with project objectives.
  • Conduct field visits to monitor program activities and ensure alignment with donor expectations and project outcomes.
  • Oversee the implementation of feedback mechanisms and conduct field visits to monitor program activities and work closely with project teams, partnership promoters to integrate M&E findings into ongoing project management and future program design.
  • Prepare detailed M&E reports for internal and external stakeholders including donors, highlighting project successes, challenges, and areas for improvement.
  • Facilitate regular lessons-learned sessions, project reviews, and ensure that M&E insights are used to improve projects delivery.
  • Train and support staff in M&E methodologies and tools to ensure accurate data collection and reporting.

3. Compliance & Capacity Building (10%)

  • Ensure compliance with donor regulations and internal policies, providing technical guidance on grants and reporting processes.
  • Support program teams in meeting compliance requirements, including documentation and program visibility.
  • Build capacity within program and operations teams through training on grant management, M&E processes, and donor compliance.
  • Provide ongoing support to enhance the organization’s capacity for data-driven project implementation.

Qualifications:

  • Bachelor’s degree in Social Sciences, International Development, Business, Public Health or a related field. A Master’s degree is preferred.
  • A minimum of 7 years proven experience in grant management, with 5 years in a similar leadership role.
  • Proven success in securing significant grant and managing large-scale projects with donor reporting requirements.
  • Strong knowledge of M&E principles, frameworks, and methodologies. with expertise in data collection, analysis, and reporting.
  • Strong knowledge of donor compliance, grant management, and partnership development.
  • Familiarity with program monitoring tools such as Logical Frameworks (LFAs), the ability to conduct Budget vs. Actual (BvA) analysis, prepare budget management tools, including spending projections.
  • Proficiency in M&E software and tools (e.g., SPSS, R, Excel) and data visualization tools like Tableau or PowerBI.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly and persuasively.
  • Experience in the water sector, humanitarian context or international organisation is preferred.
  • Fluency in both written and spoken English and French is required.
  • Proficiency in Kirundi is highly desirable.

Preferred skills:

  • Strong organizational, problem solving, decision making and leadership abilities.
  • Ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Familiarity with the challenges and opportunities in the water sector, particularly in developing countries.
  • Knowledge of relevant legal and regulatory requirements related to grant funding and compliance.
  • Creative thinking and innovation skills.
  • Demonstrated a love for Burundi and a love for Jesus Christ.

Working Conditions

  • Full-time position based in Bujumbura, Burundi. Legal authorization to work in Burundi is mandatory.
  • Regular work based at the Bujumbura headquarters with frequent regional and occasional international travel.
  • Ability to sit or stand for up to eight hours daily.

Compensation

  • Competitive base salary commensurate with experience, as well as health/dental/eye insurance, and vacation, sick time, annual pay increase, professional development benefits.
