Project Overview: OSRA PROGRAM is a USAID funded program that started August 2022 and is schedule to end August 20227. The program addresses both the supply and demand for the RH/FP services with a focus on youth empowerment and gender equity. The project works on the national level supporting and strengthening systems in collaboration and partnership with MOHP/Population and family planning sector. The Program intervenes in 10 governorates and provide a comprehensive capacity building of service provision adopting a total market approach so addressing capacity needs of MOHP clinics, NGO owned clinics, and private sector entities including private clinics and pharmacies. The project adopts the same total market approach in creating demand where all institutions in the country are seen with potential to contribute to addressing the unplanned growth of the population and the less-than-optimal population characteristics.

Summary of Role:

The Subgrants Officer participates in the overseeing the management, administration, and monitoring of subgrants awarded by Pathfinder/OSRA to subgrantee NGOs. This role involves ensuring compliance with subgrant agreements, tracking financial and programmatic performance, and providing support where and when needed. H(S)he will work closely with Pathfinder finance, technical and legal teams to ensure that sub-grants are implemented effectively and in line with donor’s requirements and policies.

The sub-grants officer will participate in the subgrating process from issuing the RFA till Award, then the follow up on implementation according to agreement terms and conditions, all the way until the sub-award closeout.

Location: Egypt

Key Responsibilities:

  • Reviews sub-grant payment requests and invoices.
  • Processes sub-grants payments/ advances and maintains the necessary records.
  • Ensures timely upload of sub-grants deliverables to the deliverables’ library.
  • Conducts recipient NGOs voucher reviews, and resolves/reports any issues or concerns.
  • Reviews recipient NGOs internal controls and suggests preventive actions.
  • Conducts and coordinates NGOs pre-award assessments.
  • Conducts and coordinates NGOs post-award orientation.
  • Ensures timely and accurate submission of reports by sub-grantees.
  • Ensures that local partner NGOs are transparent in their accounting, financial management and in overall program operations.
  • Prepares detailed reports on financial and contractual matters.
  • Works with Pathfinder teams to prepare and execute plans to build and develop capacity of subgrantees in specific areas.

Required Education and Work Experience:

  • 3 – 5 years’ experience in grants/contracts administration and financial management, preferably in USAID projects with Familiarity with USAID rules and regulations related to acquisition and assistance.
  • Bachelor’s degree in business, Finance, Accounting, or related field, or a combination of education and experience that yields the required competencies. ebYUzuA BTn6yA
  • Proficiency in English language.
  • Analytical, problem-solving, and decision-making abilities.

Minimum Required Competencies:

  • Excellent writing and oral communication skills using local language and English language.
  • Advanced knowledge of MS Office products, including MS Word, Excel, and Outlook.
  • Advanced organizational and planning skills, project planning and management skills.
  • Ability to set priorities, meet deadlines and multi-task with minimal supervision.
  • Ability to work independently or as a member of the team.
  • Detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
  • Ability to maintain confidentiality on work-related matters
