POSITION: FINANCE AND ADMINISTRATION MANAGER
REPORTS TO: PROGRAM MANAGER
DUTY STATION: ADDIS ABABA, ETHIOPIA

Responsibilities / Duties
Leadership and management
- In accordance with FCA policies and guidelines to lead and manage the finance, administration and HR staff of the Country office
- Provide adequate supervision, guidance and capacity development for the finance, administration and HR staff of the country office
Overall quality and control of FCA’s finance management in the Country Office (CO)
- In accordance with FCA policies and guidelines, ensure that FCA funding sources’ regulations, FCA policies, procedures, requirements, local laws and regulations are followed in the CO
- Establish and develop internal control systems, finance and supporting function policies, systems and procedures in the CO and ensure that adequate systems are in place in the country progammes.
- Be responsible for good governance in finance management in the CO.
- Ensure that all taxes etc. statutory payments are calculated and paid in time
- Monitor all financial activities, and keep the CO advised of all situations which have the potential for a negative impact on internal controls or financial performance.
- Facilitate and co-ordinate external, internal, donor or government audits
- Liaise and actively pursue contact with local authorities, international and national agencies, donors, or other valuable contacts (represent FCA at administrators’ meetings) in the country.
- Serve as the primary liaison between the CO and HQ on finance and admin issues ensuring that good communication is maintained with the HQ.
Budgeting and other financial planning
- In accordance with FCA policies and guidelines, manage the preparation of annual/quarterly/interim operational budgets and financial forecasts
- Prepare accurate forecasts of cash requirements to ensure that appropriate cash balances are maintained to facilitate grant implementation
- Take part in the preparation of funding requests for global, national, etc. funding
Reporting
- In accordance with FCA policies and guidelines, manage the preparation of, and review of financial reports in respect to accounting, legal and contractual requirements and ensure the review and approval of such reports
- Prepare official/ad hoc reports as required by the HQ, donors or other stakeholders
- Prepare all required reports to the Government of the host country relating to administration and finances and ensure that this is done in a timely manner
Human resources management
- In accordance with FCA policies and guidelines, ensure that the CO fulfils its responsibilities as an employer
- Ensure that FCA policies are implemented in the country
- Ensure that local staff policies are developed and implemented
- Payroll management
- Recruit and train local finance, HR and administrative staff
- Take part in the recruitment of local staff
General administration
- In accordance with FCA policies and guidelines, take part in procurement of goods/services and ensure adherence to FCA procedures (and accounting for said transactions)
- Ensure the local IT services and accounting systems are functioning correctly in cooperation with HQ
- Ensure FCA complies with the host country legal requirements (registration, permits, etc)
Other Responsibilities
- Capacity building of local partner organisations
- Coordinate with partner organisations in developing best financial management practices
- Asses the administrative capacity and financial management systems of potential partner organizations.
- Other tasks may be given by the supervising manager to the position upon mutual consultation.
Qualifications: General requirements,
- Ability to work independently, Supervision of staff
- University degree or equivalent in Accounting, Finance, Business Administration or other closely related field
- Possession of professional qualifications in Finance (CPA, ACCA)
- Good and a wide comprehension of financial management
- Working knowledge of MS Office applications especially Excel and Word is a must
- Knowledge of UNIT4 and Quick books is an advantage
- Experience in working with NGOs; work experience with NGOs funded by the European Union, UN and other institutional donors is an advantage
- Knowledge of project financial administration
- Ability to meet deadlines and mobility in terms of being able to travel on short notice
- Ability to work effectively with minimum supervision
- Experience in capacity building of partners and staff training
- Knowledge of accountability issues related to humanitarian and development work
- Minimum of 5 years of experience in a similar position.
