Position Summary

The Center on Human Trafficking Research & Outreach (CenHTRO) is seeking a Monitoring & Evaluation Officer in Tanzania for a project to improve implementation of laws, policies, and action plans to combat child labor (CL) and to promote Acceptable Conditions of Work (ACW) in artisanal small-scale gold mining (ASGM). The position is subject to funding of the project by the U.S. Department of Labor Bureau of International Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT).

The Monitoring & Evaluation Officer will be responsible for managing the monitoring and evaluation activities in collaboration with the CenHTRO team. This work includes developing and implementing the M&E plan, performance indicators, M&E tools, and data quality assurance processes to ensure the timeliness and validity of data entry and analysis and its effective use for decisionmaking and project learning. The Monitoring & Evaluation Officer will collaborate with implementing partners by strengthening the capacity of project staff and providing technical support to their use of M&E plans, processes, and tools. The Monitoring & Evaluation Officer reports to the Project Director.

Qualifications

  • Must work in either Dar es Salaam or Mbeya, with the final location confirmed based on project needs
  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, economics, or international development preferred; or, ten (10) years or more of related work experience.
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in planning and managing various studies; for example, performance evaluations, labor force surveys, baseline studies, case studies, and gender/diversity-related studies.
  • Experience designing and managing multiple disaggregation variables for participant monitoring and database systems, including gender and age.
  • Experience in strategic planning and performance measurement, including indicator design, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
  • Experience in designing and administering data collection tools, conducting data entry, data cleaning, data processing and analysis.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Experience managing and providing ongoing training to M&E field officers and/or sub-recipients.
  • Experience with data quality assessments and oversight.

Duties/Responsibilities

  • Oversee all aspects of performance measurement for the project, including day-to-day tracking, reporting on activities, and data quality assurance.
  • Draft and revise the project M&E plan and key performance indicators, including detailed indicator definitions and activity tracking tables.
  • Develop M&E data collection tools and procedures.
  • Collaborate with project team and in-country partners on data collection and analysis, and ensure data is collected in a timely manner.
  • Participate in project monitoring through site visits, review of project reports, and analysis of performance monitoring and other data.
  • Lead data quality controls and verification procedures.
  • Manage M&E budget efficiently.
  • Write M&E reports for review by the project team and sponsor.
  • Foster a results-oriented and learning culture throughout the project to ensure that M&E data are used by the project team to improve performance.
