The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA Somalia belongs to the worldwide network, comprised of more than 130 supporting and implementing country offices.

Our Background of Programming Activities…

ADRA Somalia has been operating in Somalia since 1992 implementing emergency relief and development interventions in different sectors. Since then, ADRA has various projects funded by different donors in 4 sectors namely: WASH; Education; Livelihoods & resilience and Emergency response. The projects are in the following regions of Somalia: Jubbaland, Puntland, Banadir, Hirshabelle, Southwest, Galmudug, Somaliland and Lasnood interventions. The projects have covered

  • Head Office is in Mogadishu and all Financial Documents are kept in Somalia.
  • ADRA receives grants from various donors including European Commission (EC), Norwegian Agency for Development Cooperation(NORAD),Swiss Solidarity, Swedish Development Agency(SIDA),Canadian Food Grains Bank(CFGB),UN OCHA, New Zealand Government, Netherland Government among others.
  • ADRA uses Sunsystems Accounting package operating in a Multi Multi-Currency Environment.

EXPRESSION OF INTEREST FOR PROVISION OF AUDIT SERVICES

ADRA Somalia invites certified audit firms to submit proposals for the provision of Project audit services . ADRA usually have audits per Grant as per the Agreements wwith various Donors annually or at the end of the grant.

REQUIREMENTS

1. Membership in Professional Bodies

  • membership of national accountancy bodies ICPAK, which may also be affiliated with IFAC.

2. Compliance with International Standards

  • Firms must comply with International Standards on Auditing (ISAs) issued by the International Auditing and Assurance Standards Board (IAASB). If own national standards are used, they must align closely with ISAs.

3. Licensing and Registration

  • Need to be licensed or registered with a regulatory body or government authority in their respective country.
  • Expected to provide proof of qualifications, qualified partners, and adherence to ethical standards.

4. Ethical Standards and Continuing Professional Development

  • Firm must adhere to ethical standards, including independence and integrity.

5. Quality Control Mechanisms

  • The firm must be able to implement quality control systems to ensure compliance with professional standards.
  • Some jurisdictions may require external quality reviews or inspections.

6. Risk Management Practices

  • Have a robust risk management practice in place, particularly for managing client relationships and financial audits.

7.Other Requirements

  • Experience for providing Auditing Services in Somalia is an added advantage.
  • The Lead Partner in the Firm must have five years post registration experience as an Auditor.
  • Interested Audit Firm should provide a list of clients in the NGO sector or similar sector for whom they have undertaken successful audits in the last five years.
  • Interested Audit Firm should provide the Firm’s profile detailing the services offered.
  • Proposal on how fees charged is Computed.
  • Experience in Multicurrency environment is highly desirable.

FINAL SELECTION

The shortlisted firms will be invited to make formal submission to the ADRA Management.
