Programme Officer- Partner Capacity Building and MEAL

Job Profile
The post holder is expected to lead in ensuring programme effectiveness for CAFOD work under the SSHF -Partner Capacity Building Project. The partners and CAFOD staff are in line with quality standards, with a strong emphasis on strengthening the project on Monitoring, Evaluation, Accountability and Learning (MEAL), partner capacity assessment, monitoring of progress and implementation of capacity strengthening plans, needs assessments, development of monitoring and evaluation plan, ensuring learning and good practice is captured and shared across the wider organisation partners and relevant stakeholders
The post-holder reports to the Partner Capacity Building Lead (PCBL) and is responsible for fostering learning, innovation and good practice. The post will work with project counterparts in other CAFOD and Trocaire offices.
The post holder is expected to undertake frequent travel (approximately 12 weeks per year) connected with ensuring quality standards and the achievement of strategic objectives for the SSHF project.
Key Responsibilities
Lead in programme Effectiveness (50%)
- In line with the overall direction set by CAFOD strategy and the Country Representative, Head of Programmes and Partner Capacity Building Lead , provide direction to the SSHG project, ensuring that they meet agreed quality standards and donor/contractual obligations.
- Develop baseline data for projects and for project indicators with a system for regular collection and analyses of data to measure achievement against the performance indicators and for impact evaluation of projects.
- Develop a systematic monitoring system for CAFOD and partner projects that ensures gathering of qualitative and quantitative data and evidence to assess and analyse performance of different projects against agreed criteria.
- Ensure integration across the programme’s portfolio, ensuring that learning is captured and shared across the wider organisation and between partners, improves project performance and informs decision making.
- Provide technical support to staff and partners including capacity development to ensure monitoring and evaluation tracking systems are established for all projects (especially at outcome and impact level) and learning is captured and shared across CAFOD and Trócaire and between partners; Lead CAFOD and partner teams in carrying out needs assessments, baseline surveys, project monitoring , end line surveys, different types of surveys, reviews and evaluations of the projects.
- Co-ordinate the development of new pieces of work, while ensuring the effective implementation of existing programmes in line with agreed quality standards (including programme cycle management) and donor contract guidelines and obligations.
- Work closely with Trocaire and CAFOD HQ and regional technical staff to ensure adoption and use of effective project monitoring systems and quality standards.
- Ensure that cross-cutting themes and their performance indicators (e.g., gender, downwards accountability, safeguarding children, etc.) are effectively managed within and across the project , working with the relevant staff to achieve this; and supporting partners.
- Keep up to date with development issues and trends, both within the relevant country/sub-region or sector, and more generally.
Managing effective relationships with partners: 20%
- Develop, nurture and manage relationships with CAFOD partners and Partners under the SSHF project including other stakeholders in line with the principles and standards set in CAFOD’s Partnership Policy and Donor requirements /regulations.
- Make linkages and promote networking between partners and other organisations to strengthen their monitoring systems, measuring progress on the implementation of the capacity strengthening plans, good practices, compliance with programme quality standards and learning.
- Work with project team to support or facilitate the development of partners’ capacities and to promote the sustainability of their work. This includes the development of tailor-made capacity development plans.
- Ensure that the CAFOD partnership portfolio is regularly reviewed and that individual relationships are monitored against CAFOD’s and partners’ partnership standards and expectations.
Internal and external representation: 10%
- In co-ordination with the Country Team , nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies working in South Sudan. This will include other Caritas agencies and church dioceses.
- Working closely with the project and country team plus the Trocaire and CAFOD HQ based staff, effectively communicate with other teams within CAFOD and Trócaire to ensure that the work of CAFOD and partners is well understood, and that information is available for fundraising and other communications, including publications, media briefings. This may involve participating in communities of practice, working groups, supporter events, as agreed with the Country Representative.
Systems and Compliance: 20%
- Overseeing the effective use of CAFOD’s systems to share programme knowledge and inform decision making. This includes overseeing compliance with agreements, regulations and requirements attached to our work.
- Ensure programmes adherence to set quality standards and adoption of good practices.
- Ensure that all project implementations staff (partner and staff) have the necessary tools and materials available to support compliance with donor contractual commitments and approved project design documents.
- Ensure effective and appropriate systems and processes for team learning and development. Build capacity and awareness with relevant staff to ensure they fully understand compliances and how it impacts on their work.
Safeguarding
All CAFOD staff share responsibility to promote and maintain a strong safeguarding culture, including identifying the key actions they should take given their role and responsibilities.
Your role is responsible for ensuring that the programming work you are accountable for is safe, accessible, dignified and inclusive, providing ongoing support and follow-up to our partners in this area.
Job-specific competencies
- Degree in humanitarian or development-oriented social sciences
- Professional qualification in M&E and or organisational capacity building
- Minimum 5 years of relevant experience in a similar role with a focus on organisational /local partner capacity building and M&E
- Sound understanding of programme monitoring and evaluation (M&E) systems including use of computer software for programme M&E.
- Proven experience of delivering programmes through partner organisations within protracted conflict situation and complex emergencies.
- Sound understanding of tools for programme effectiveness, impact assessment, partner capacity assessment, monitoring, evaluation, as well as best practices.
- Understanding of approaches to ensure accountability in programme work towards intended beneficiary communities and commitment to Core Humanitarian Standards
- Experience of implementing results-focused monitoring, evaluation and learning systems, and using results or logical frameworks.
- Experience of quantitative/ qualitative data management and analysis.
- Experience in data collection methodologies
- Experience of strengthening the capacity of local partner organisations/ national NGOs
- Delivers work within the context of an agreed programme framework, uses programme cycle management tools effectively.
- Good analytical skills, skills in review of documents and report writing in English.
- Ability to work and travel in insecure environments and to manage one’s own personal security and the security of our partners
- Good understanding of management principles and commitment to good management standards.
Desirable Criteria
- Understanding of local partner capacity-building approaches and tools
- Experience in working with Church partners
