OVERALL RESPONSIBILITIES
The Project Director is a key leadership position and is a visionary leader and subject matter expert who will drive the strategic implementation and operational excellence of our pharmaceutical systems and supply chain strengthening program. With full accountability for program success, the Director will lead a diverse team to deliver impactful results in alignment with USAID goals, contractual requirements and MSH standards.
The Project Director has full accountability and authority for the development, execution, and monitoring of the program, including (1) vision and technical strategy; (2)
project management and compliance; (3) documentation and
communication; (4) client and stakeholder relationships; and (5) coordination and synergy with other relevant initiatives and collaboration with the National Department of Health (NDoH) and USAID. The Project Director represents the program to USAID, the National and Provincial Department of Health, implementing partners, private sector, regional and global stakeholders.
More broadly, the director will lead the program team in strengthening supply chain performance and governance, pharmaceutical systems across both public and private sector. The Director will provide leadership in supporting NDoH to implement supply chain and pharmaceutical system strategies aimed at operationalizing National Health Insurance aligned with USAID mission priorities in South Africa. This will include pharmaceutical services and regulatory systems to ensure the quality, safety, and efficacy of health commodities in public and private supply chains, and to promote standards for good pharmacy practices and quality pharmaceutical services.
SPECIFIC RESPONSIBILITIES
- Set the strategic vision for the program in consultation with USAID, ensuring adherence to technical standards and excellence in all program areas.
- Effectively manage the program in compliance with contract requirements, MSH and donor policies, guidelines, and SOPs.
- Manage relationships with all partners from the program consortium and ensure partners’ adherence to their contractual obligations and provision of quality technical deliverables.
- Oversees the execution of the project’s results framework, technical strategy, M&E plan, and annual project work plans per contract requirements, approved budget, and MSH technical frameworks and standards.
- Oversee and manage collaboration and coordination between this Task Order and other NextGen awards (e.g. Control Tower, PSA, ICL, SRM, etc)
- Facilitate and promote thought leadership including the advancement of new models, innovation and transformations that support countries in sustainable improvement and development.
- Lead program advocacy at local and international levels to build awareness, understanding and support of key changes, and promote donor investments.

- Supervise the members of the Program Management Team and enable the team to collaborate and take action to improve program outcomes while mitigating potential risks.
- Implement an effective budget monitoring and cost control system based on sound financial and accounting principles, MSH Standard Operating Procedures, and donor requirements.
- Ensure appropriate and timely documentation and dissemination of key results and deliverables using a variety of communication strategies and media outlets.
- Manage human resources per MSH values, policies and guidelines, and implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supportive supervision, rewards, and training.
QUALIFICATIONS
- A master’s degree or higher in public health, supply chain management, pharmacy, or a related field.
- Program management, administration, and oversight of large, complex projects with experience in a role such as a Project Director, Technical Director, Deputy Project Director, Chief of Party strongly preferred.
- Demonstrated technical expertise in and across supply chain management, pharmaceutical management or cross-cutting systems strengthening activities in South Africa, with international experience an advantage.
- At least 15 years of demonstrated professional experience in the management or implementation of international development activities.
- Experience related to USAID activities is preferred.
- Demonstrated technical and thought leadership applying solutions and strategic approaches to improve health commodity supply chain and pharmaceutical management systems.
- Strong management; interpersonal, written and oral
communication (in English); mentoring, supervision, and facilitation skills.At least five (5) years of demonstrated experience and success working in partnership with U.S. Government agencies, international donors, or other multilateral agencies. Ability to network and
- communicate with a wide range of stakeholders.
